Services: Technical Assistance for the Restructuring of the Fisheries Development Fund (FFP).
The Government of Mozambique has received a Loan and a Grant from the International Development Association (IDA) and from the Global Environment Fund (GEF) to implement the project entitled " South West Indian Ocean Fisheries Governance and Shared Growth Project 1 (SWIFish1-Mz) and intends to apply part of this financing for eligible payments in the Contracting of Technical Assistance for the Restructuring of the Fisheries Development Fund (FFP).
The consulting services framed in two strands, namely (i) Strategy, Services and People; (ii) Processes, Monitoring and Quality ("the Services"). Consultancy Services include, but are not limited to:
a) Fund restructuring;
b) Human resource policy design;
c) Strategic vision of the Fund;
d) Preparation of a service charter; and
e) Processes, Project management, monitoring and quality optimization.
The duration of the contract shall be 24 months. Special arrangements maybe adopted to accommodate the needs of the parties.
FFP intends to establish a short list of consultants for the aforementioned "Services". Thus, FFP invites eligible consulting firms ("Consultants") to express their interest in providing the consultancy services. Interested consultants should provide information that demonstrates that they have the required qualifications and relevant experience to perform the services. The selection criteria for the short list include: (i) the firm's experience in similar work related to organizational development and methodologies for evaluating sustainable development programs and initiatives; and (ii) experience in the region.
Interested consultants are referred to point 1.9 of the World Bank's Guidelines for Selection and Employment of Consultants (IBRD Loans and IDA Credits & Grants) by World Bank Borrowers of January 2011 and revised in July 2014 ("Consultant Guidelines") Establishing the Bank's policy on conflict of interest.
Consultants may partner with other companies in the form of a joint venture or subcontracting to improve their qualifications. The consultant will be selected according to the QCBS method (quality and cost based selection) specified in the World Bank Guidelines for Selection and Contracting of Consultants.
