SPECIFIC PROCUREMENT NOTICE (SPN):

Invitation for the Prequalification of Bidders for the Construction of Earthworks, Structures and Platelaying for the Upgrade of Railway Line between Walvis Bay and Kranzberg

1.         This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online AfDB494-05/18 of 13 April 2018 on-line and on the African Development Bank Group’s Internet Website.
2.         The Ministry of Works and Transport through the Ministry of Finance has received Financing from the African Development Bank towards the cost of Upgrade of Railway Line between Walvis Bay and Kranzberg.  It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Construction of Earthworks, Structures and Platelaying for the Upgrade of Railway Line between Walvis Bay and Kranzberg.
3.         The Ministry of Works and Transport, Namibia now invites sealed pre-qualification bids from eligible bidders for the Construction of Earthworks, Structures and Platelaying for the Upgrade of Railway Line between Walvis Bay and Kranzberg:

(i)                      Works Package A - Walvis Bay to Arandis

(ii)                    Works Package B - Arandis to Kranzberg

4.         Interested eligible bidders may obtain the pre-qualification documents at the Procurement Management Unit, 7th Floor,  Office 7.07, Ministry of Works and Transport, 6719 Corner of Bell Street & Snyman Circle  [Contact Person: Mrs Hilya Bronn +264 61 2088163, Email: hbronn@mwtc.gov.na or rbeukes@mwt.gov.na]
5.         A set of pre-qualification bidding documents may be purchased by interested bidders for a non-refundable fee of NAD 700.00. [Payment can be made at the Revenue Office, Office 3.01, 3rd Floor, Ministry of Works and Transport, 6719 Corner of Bell Street & Snyman Circle]
6.         The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank’s Standard Bidding Document:  Procurement of Works.
7.         The pre-qualification bids must be deposited into the Bid Box on 7th Floor, Office 7.17, Ministry of Works and Transport, 6719 Corner of Bell Street & Snyman Circle  on or before 11h00 A.M. (GMT + 2) on 10th October 2018.
8.         Bids will be opened in the presence of bidders’ representatives who choose to attend at 11h15 A.M. (GMT + 2) on 10th October 2018 at the 7th Floor Boardroom, Ministry of Works and Transport, Snyman Circle, 6719 Bell Street , Windhoek, Namibia.
