Open procedure: Mid-Term Review of the Kenya Country Programme: 2016 - 2020

Description:

The Mid-Term Review of the Kenya Country Programme: 2016 – 2020 will be led by the Technical Quality Support (TQS), Ministry of Foreign Affairs (MFA).  In support of the review, consultancy services are requested as follows:

External Consultant 1: International Expert in Devolution, CSOs and human rights. 

External Consultant 2: International Expert on Health and Gender Equality.

External Consultant 3: International Expert in Environment and Climate change.

External Consultant 4: International Expert in Business Sector Development with a special focus in Green Growth.

External Consultant 5: International Expert on Public Financial Management (PFM).

One of the above consultants should be identified as the team leader for the consultant team. This consultant will ensure overall coordination of the consultants' inputs and support the overall MTR Team Leader. This consultant should also assist with overall country programmes and thematic programme assessment, assessment of the overall theory of change, intervention logic, M&E and Learning.

Overall, the consultant team should be able to assess the programme from a Human Rights Based Approach and gender lens.

The purpose of the review is to conduct an assessment of the implementation of the Country Programme. The findings and recommendations of the review will inform decisions regarding adaptations and changes for the further implementation of the programme. This includes reviewing the remaining funds of the three thematic programmes (governance, health, green growth and employment), including unallocated funds and in light of expected future levels of annual disbursements. On this basis the review will assess the feasibility and appropriateness of the budgets for the remaining period of the programme. A tentative commitment for a new Country Programme is proposed for 2021. The review recommendations may also be used to feed into the preparation of a new Country Policy Paper and Programme for engagement in Kenya (2020-2025).

The overall budget of the entire Country Programme is 1070.5 million This includes 245.5 million for the Health Programme, 225 million for the Governance Programme and 600 million DKK for the Green Growth and Employment Programme (including DKK 65.5 million from the Danish Climate Envelope approved in September 2014. Further additional support of 100 million DKK to support hum/dev initiatives (water and livelihoods programme for host, refugees and other vulnerable communities in Kenya) was approved in October 2017.

The MTR takes place from ultimo October 2018 – January 2019 and includes a field mission to Kenya from 11 - 23 November 2018 to meet stakeholders, partners and beneficiaries to take stock of the progress made and assess the results, M&E learning and management of the programme.
