The Government of Gujarat (GoG) through the Government of India has received a loan from the International Bank for Reconstruction and Development (the Bank) towards the cost of Second Gujarat State Highway Project (GSHP-II). A part of this financial assistance is to be applied towards civil works of upgradation, rehabilitation and improvement of about 185 km of State Highways. These works are proposed in 5 contract packages (namely EPC-01, EPC-02, EPC-03, EPC-04 and EPC-05) under Engineering, Procurement and Construction (EPC) mode with 5 years maintenance period. It is intended to engage Authority’s Engineer for supervision of EPC-01, EPC-02 and EPC-03 contracts under this consultancy services. Details of these EPC Contracts are as follows-

*Note: Consultancy services period of 36 months shall comprise of: 24 / 18 months of construction period + 12 months of maintenance period.

The objectives of this Consultancy Services are:

  1. to ensure that high quality construction is achieved and all works are carried out in full compliance with the engineering design requirements, technical specifications, Environmental Management Plan and other stipulations of the EPC contract documents and within specified time periods;
  2. to demonstrate the efficacy of contract supervision by independent external agency experienced in this field of work; and
  3. to promote technology transfer.

The Project Implementation Unit (PIU) of the R&BD now invites eligible Consultants / Agencies to submit an Expression of Interest (EOI) for the provision of these services. The firms will be short-listed based on the following criteria:

  1. Evidence of similar completed consulting services rendered.
  2. Comparable services rendered to Government (or semi-Government) organizations.
  3. The consultant firm’s financial situation including fee income of the last five completed financial years.
  4. Availability of relevant Key Professionals with the firm.
  5. References from previous employers / clients for the similar services.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The type of association should be clearly stated in the EOI submission.

A consultant will be selected in accordance with the World Bank guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers of January 2011, based on the Quality and Cost Based Selection (QCBS) criterion.  It is anticipated that requests for proposals will be issued in the month of January 2019.
