Subject to the availability of funds, USAID/Azerbaijan intends to issue a request for proposal (RFP) on/or about March 1, 2019 for the Private Sector Activity in Azerbaijan. The award is anticipated to be for a cost plus fixed Fee completion type contract for a period not to exceed five years with an estimated budget not exceeding $10,000,000.

The goal of this Activity is to utilize a partnership and co-investment approach to support a more resilient Azerbaijan economy, beyond the oil sector, by improving the competitiveness of the private sector with a special focus on agriculture and reducing the administrative barriers that hinder the development of micro, small, and medium enterprises in Azerbaijan. Modernization and improvement of the public sectors in order to support the diversification of Azerbaijan's economy requires a strong set of public institutions with clarity of roles and responsibilities. These institutions require capacity to carry out their often new roles and adjust to institutional change as the suite of reforms called for in the Roadmap of Strategic Reforms unfolds. It is also crucial to have a private sector that is capable of and poised to respond to improvements in the business enabling environment. As such, the objectives of this activity are:

1.More diversified non-oil economy through initiatives that assist small and medium sized agribusinesses and  farmers to grow;

2.Improved business environment for micro, small and medium businesses; and

3.Support for Azerbaijan's economic reforms

This is NOT an invitation for a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP and/or award a contract.
