Dear Interested Parties,
The United States Agency for International Development in Malawi (USAID/Malawi) intends to issue a Request for Proposal (RFP) for a full and open competition on/around March 1, 2019, under which USAID anticipates awarding a five-year Cost-Plus-Fixed-Fee (CPFF) completion type contract, with a total estimated cost in the range of $11 to $13 million. The solicitation will utilize a Statement of Objectives, with offerors providing the Performance Work Statement as part of the proposal.
The primary purpose of the Modern Cooking for Healthy Forests” (Tiphike Mwa Makono) Activity is to promote sustainable forest management of selected landscapes and promote sustainable energy options in Malawi in order to sustainably maintain forest cover and reduce land-based emissions. The Activity’s objectives are: (1) Alternative energy sources and efficient cooking technologies adopted to reduce unsustainable wood fuel demand; (2) Local delivery of forestry services and sustainable use of forestry resources in targeted areas improved; (3) Regulatory, and enforcement framework to support sustainable wood fuel production and use strengthened; (4) Government of Malawi’s implementation capacity of low emissions development in REDD+ and/or other Land Use increased; and (5) Interventions leveraged with other USAID and development partners resources.

NO awards are anticipated to be made in response to this pre-solicitation synopsis.
All information required for the submission of an offer will be contained in the electronic solicitation package that will be posted at https://www.fbo.gov/. Prospective offerors are advised to periodically monitor the above website for updates concerning this procurement.
This pre-solicitation notice does not obligate USAID/Malawi to release a solicitation or award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal.
