Assignment Title: Consultancy Services for Detail Engineering Design and Construction Supervision of College Facilities

The Government of the Federal Democratic Republic of Ethiopia has received a fund financing from the World Bank toward the cost of East Africa Skills Transformation and Regional Integration Project (EASTRIP), and intends to apply part of the proceeds for Consulting Services. One of the beneficiary TVETs under this project is the Dire Dawa Polytechnic College in Dire Dawa City.
Accordingly, Dire Dawa Polytechnic College on behalf of the Federal Democratic Republic of Ethiopia has planned to engage a consultant to provide services for a Preparatory works for construction of additional facilities in the College campus, that is, Detail Engineering Design and, Construction Supervision and Contract Administration of additional facilities to be constructed in the College campus.

The consulting firm is required:
Phase I Detail Engineering Design and Architectural Design and Tender Document Preparation
· To carry out the detailed architectural, structural, sanitary, electrical, landscape, greenery and recreation areas Designs with the required statical analysis calculations.
· To prepare the detailed construction including drawings, floor plans, elevations and sections to their standard scale with technical specifications, Bill of quantity (BOQ) and Engineer’s Cost Estimate.
· To prepare final and Complete Tender Documents.
Phase II (Construction Supervision)
· To ensure that the buildings are constructed in accordance with the Technical Specification, Engineering Drawings or any amendments thereto and meet the standard quality of the end product;
· To ensure that infrastructure, campus landscape and other facilities such as recreation and greenery areas, internal roads, parking areas are constructed in accordance with the Technical Specification, Engineering Drawings or any amendments thereto and meet the standard quality of the end product;
· To optimize the use of available material resources to minimize costs to the Client, to maximize the quality of the Works, to expedite construction and to optimize the use of natural resources and ensure environmentally as well as socially sustainable construction; and
· To ensure that the building is constructed within the Contract Price and Time for Completion allowed under the contract or any agreed amendments thereto.
The consulting services (“the Services”) include all services necessary to prepare a detailed design and associated drawings for the college facilities, infrastructure, landscape and, recreation and greenery areas based on standards of Flagship TVET institute in addition to preparation of all bidding documents that will allow launch of a tender following World Bank procedures. The Consultant shall carry out all the services required for the Contracts Administration and Construction Supervision during the construction phase. The contract duration in total is 29 months (4 months for Phase – I Detail Engineering and 25 months of construction Supervision – including one month input for defects liability period). The estimated staff man-month of the service is 94 man-months. The assignment for Phase –I is expected to commence in June 2019.

The Dire Dawa Polytechnic College now invites eligible consulting firms (“Consultants”) to indicate their interest in proving the services. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, qualifications in the field of the assignment, technical and managerial organization of the firm, and general qualification and number of key staff qualifications and experience of the firm such as relevant experience & technical and managerial capability of the firm.
The attention of interest Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
