The USDA Forest Service, Southwestern Region - Region 3 has a requirement for Professional Land Surveying Services in New Mexico on the Santa Fe National Forest. Architecture and Engineering firms which meet the requirements described in this announcement are invited to submit: (1) a SF 330 Part I Contract Specific Qualifications, (2) a SF 330 Part II General Qualifications, to the procurement office shown below.
This requirement is set aside for small businesses under the North American Industry Classification Code (NAICS) 541370 size standard of $15 million.


Following an initial evaluation of the qualifications and performance data submitted, the top three most highly qualified firms will be ranked in order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the professional services required that include: professional qualifications, specialized experience and technical competence in the type of work required, capacity to accomplish the work in the required timeframe, past performance on contracts similar in scope and location in the geographical area. The top most highly qualified firm will be chosen for negotiations.


The project under this contract will primary focus on:


Retracement/Dependent Resurveys of the Rectangular Surveys of the Public Land Survey System, including section subdivisions. This requirement may also include retracement surveys of Homestead Entry Surveys, Mineral Surveys, Small Holding Claims and Land Grant Boundaries. Also required is the marking and posting of property boundary lines between private and National Forest Lands. This also includes maintenance of previously posted property boundary lines. Monumentation is also required which includes perpetuation of property corners and controlling corners needed to properly locate property boundaries, as well as corner maintenance for existing monuments. Boundary Survey plats, exhibits, and corner cards reflecting monumentation will also be required as part of the work. Other tasks include a combination of GPS and conventional traversing, geodetic control, mapping, research of local records and other incidental work normally associated with Professional Land Surveying.
These services are to be provided for the National Forests in the State of New Mexico.


Evaluation Factors 1 - 3 are considered most important and equal. Factors 4 and 5 are less important and will be sued a tie breakers among technically equal firms.
Specific evaluation factors include:


1. Professional Qualifications


The contract requires that a firm have a Registered Professional Land Surveyor(s) license in the state of New Mexico.

2. Specialized Experience


The firm must demonstrate specialized experience and technical competence, as evidenced by the successful completion of substantially similar projects as described above. The firm must demonstrate an understanding of proper technical and legal procedures, standards and quality control procedures, as outlined in the 2009 Manual of Surveying Instructions as well as the Minimum Standards for Surveying in New Mexico in Title 12, Chapter 8, Part 2, New Mexico Administrative Code [12.8.2 NMAC] Effective July 24, 2016.


3.Location in the General Geographic Area

Firm's demonstration of relevant experience in the state of New Mexico.


4. Capacity to Accomplish work in the Required Time


The firm indicates the capacity to accomplish work in the specified geographical area with the identified personnel and equipment.


5. Past Performance


Past performance within three years of issuance of this announcement on contracts with governmental agencies and private industry in terms of quality of work, cost control, contract performance, and compliance with performance schedules will be considered.


Type of contract will be Firm Fixed Price. The duration of this contract will be two years.


Firms must be registered in the System for Award Management (SAM). Registration must be active and updated annually.
