Assignment Title: Consultancy Services for the Upgrading and Reviewing of Comprehensive Computer Assisted Urban Land Holding and Basic Municipal Revenue Filing Management System and Data Base Formation

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program (UIIDP) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Upgrading and Reviewing of Comprehensive Computer Assisted Urban Land Holding and Basic Municipal Revenue Filing Management System and Data Base Formation.
The purpose of this assignment is Upgrading and Reviewing of Comprehensive Computer Assisted Urban Land Holding and Basic Municipal Revenue Filing Management System and Data Base Formation that is expected to lay the foundation for the overall improvement of municipal revenue and the databases will also help m unicipalities to accomplish other tasks like revenue potential assessments and improve their revenue collection efficiency. This con sultancy service would also contribute to establish a thriving and health property market, facilitating transactions (transfer, inhe ritance, mortgage, lease and sublease) that directly improves land based municipal revenues. The task will have direct link with the ongoing adjudication,legal and fiscal cadastre development process designed to create a system that help the land right originatorinstitute to manageits filing and process in an efficient way.
Although the prioritized area of focus is on land and land related revenues,this consultancy service will also emphasize other types of municipal revenues that are being collected by the mun icipality on aregular basis.
The consultant will review practices of the previous system implementation of integrated land holding file management that was developed and implemented since 2016 in Mekelle, Dire Dawa and Bahirdar. In addition to this, the M inistry demands updated existing file management and databases by incorporating other regular municipal revenue items, at least thos ementioned above, in to the system in these three cities from this consultancy service. Basically, the comprehensively updated system in these three cities needs to be scaled up to the rest of 18 ULGs.
The consultant is required to structure, organize,and integrate land holding and other municipal revenues (regularly collected revenue) files and make the files suitable for regulariiz antion, adjudication, and data migrations for the CRPRS in 18 Cities of Ethiopia and improve city’s revenue potential forecast g capability and collection efficiency.
The implementation period and expected start date of assignment is as follows
It is expected that the contract will be signed not later than mid-October 2019 and the Consultant will commence services not late r than 1st November 2019. The estimated implementation period for the assignment is approximately 10 months over the period from 1stNovember 2019 to August 30, 2020.
Specific Objectives:
The specific objectiv es are: -
To assess existing situations and know the existingsystem gap type and magnitude.
To help the ci ties in their land holding and other file reorganization andpre-adjudication - finalization effort.
There are also many i tems directly related with the provision of services inrelation with land and buildings. Land ownership title deed fee, land transf er fee and tax, building construction license fee,technical fee, construction materials license fee, etc.
To create a sys tem that can help land related right originatorinstitute in handling the pre - adjudication required tasks on time with the require d quality so that it will facilitate and expedite the adjudication and property right registration process.
The Comprehens ive Computer Assisted Urban Land Holding and Basic Municipal Revenue Filing Management System and Data Base Formation must cover mun icipal revenue items of Urban Land Holding and other regular municipal revenue items including
To create a system that ser ve as a history tracking subsystem for the Land and land related right registration and municipal revenue administering institutes.
Scope of the service
The scope of the assignment will be mainly focused in 18 ULGDP Cities of Ethiopia (or the previous ULGDP II cities) but its output /the designed system/ is expected to work in a country level context. II o must be scalable with training and other capacity development programs. The adaptation process is expected to be so simple that ot er cities of the country carry it out without difficulty.

The Ministry of Urban Development and Construction now invites eligibleconsulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should pr ovide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shor t-listing criteria are:
1. Core Business (Areas of Expertise);
2. Years in Business;
3. Experience sim ilar Assignments; and
4. Technical and Managerial Capability.
Key Experts will not be evaluated at the short-listing stage.
The attention of interested Consultants is drawn to Section III,paragraphs,3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016 and revised November 2017) (“Procurement Regulations”), sett ing forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In t he case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
