  1. The Government of India has applied for financing from the World Bank toward the cost of the Uttarakhand Disaster Recovery Project and intends to apply part of the proceeds toward eligible payments under the contract for construction of works as detailed below.
  1. Bidding will be conducted through National Competitive Bidding (NCB) using Invitation for Bids (IFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 1, 2016 updated October 2017 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
  1. Bidders from India should, however, be registered with the Government of Uttarakhand or other State Governments/Government of India, or State/Central Government Undertakings.  Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders.
  1. The Project Implementation Unit, PPI co (Slope, Bridge & Irrigation), UDRP-AF now invites online Bids from eligible Bidders for the construction of works detailed below in the table. The bidders may submit bids for any or all of the works indicated therein. Bidders are advised to note the clauses on eligibility (Section I Clause 4) and minimum qualification criteria (Section III – Evaluation and Qualification Criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the “Procurement Regulations” setting forth the World Bank’s policy on conflict of interest.
  1. The bidding document is available online on www.uktenders.gov.in from 21/09/2019,3:00 PM to 23/10/2019, 11:00 AM for a non-refundable fee as indicated in the table below, in the form of Demand Draft (DD) on any Scheduled/Nationalized bank payable at Dehradun in favor of Program Manager, PIU (Slope, Bridge & Irrigation), UDRP-AF (Payment documents are to be submitted as per the procedure described in paragraph 9 below). Bidders will be required to register on the website. The bidders would be responsible for ensuring that any a ddenda available on the website is also downloaded and incorporated.
  1. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorised by Government of India for issuing DSC. Aspiring bidders who have not obtained the user ID and password for participating in e-procurement in this Project, may obtain the same from the website: uktenders.gov.in. A non-refundable fee of Rs. 5900 (5000+18% GST) (inclusive of tax) is required to be paid. The mode of payment shall be in the form of DD drawn in favour of Program Manager, PIU (Slope, Bridge& Irrigation), UDRP-AF payable atDehradun, from any Scheduled/Nationalized Bank. Payment documents are to be submitted alongwith othe r documents listed inparagraph 9 below before the bid submission deadline.
  1. Bids must be submit ted online onwww.uktenders.gov.in on or before 11:00 AM on 23/10/2019 and the ‘Technical Part’ of the bids will be open ed online onthe same day 23/10/2019 at 3:00 PM. The “Financial Part” shall remain unopened in the e-procurement system until thesecond public Bid opening for the Financial part. Any bid or modifications to bid (Including discount) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, thebids will be opened on the next working day at the same time. The electronic bidding system would not allow any late submission of bb bds.
  1. All Bids must be accompanied by a Bid Security of the amount specified for the work inthe table below, drawn in favour of The Program Manager, PIU (Slope, Bridge& Irrigation), UDRP-AF. Bid security will have to bein a ny one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of thebid. Proc edure for submission of bid security is described in Para 9.
  1. The bidders arerequired to submit ;(a)  Original Demand Draft towards the cost of bid document in favour of Program Manager, PIU(Slope,Bridge& Irrigation), UDRP-AF, Dehradun, (b) original bid security in approved form; and (c) original affidavit regardingcorrectness of information furni shed with bid document in the office of Program Manager, PIU (Slope, Bridge&Irrigation), UDRPAF 4th Floor, DDPM Tower, Haridwar Bypass Road, Ajabpur Khurd, Dehradun, Pin248001, Ph-9758888571before the last date and time of submission of the Bid i.e. before 23/10/2019 at 11:00 AM,either by registered post/speed post/courier or b y hand, failing which the bids will be declared non-responsive and will not beopened.
  1. A pre-bi d meeting will be held on 03/10/2019 at 11:00 AM atthe Office of Program Manager, PIU(Slope, Bridge& Irrigation),UDRP –AF, conference hall, 4th Floor,  DDPMTOWER, HARIDWAR BYPASS ROAD, AJABPUR KHURD, DEHRADUN to clarify the issues and to answer questions on any matter that maybe raised at that stage as stated in ITB Clause 7.4 of &lsq uo;Instructions to Bidders’ of the bidding document.Bidders areadvised to download the bidding document prior to t­­& shy;­­he pre-bid meeting in order for bidders to have a goodunderstanding of the scope of work under this contract for disc ussion and clarification at the pre-bidmeeting.

Even though the system will attem pt to notify the bidders of anybid updates, the Employer shall not be liable for any information not received by the bidder.
