The Centers for Disease Control and Prevention (CDC) intends to award a sole source purchase order to National Opinion Research Center, 1155E. 60th Street, Chicago, IL 60637, to provide an opportunity to continue the inclusion of the risky behaviors' module in the 2020 GSS questionnaire by measuring HIV testing behaviors and additional pre-testing of risk behaviors.
The statutory authority for this sole source acquisitions is 10U.S.C 2304© (1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this requirement is 541611, Administrative Management and General Management. The period of performance for date of award is September 27, 2019.


GSS is solely owned and operated by the National Opinion Research Center (NORC). GSS is one of the most frequently cited, national probability sample of adults in the United States and is one of the only national probability surveys that provides specific measures of risk behaviors associated with HIV infection, including injection drug use and male-male sexual behaviors in the past 12 months. The purpose of the project is to provide an opportunity to continue the inclusion of the risky behaviors' module in the 2020 GSS questionnaire by measuring HIV testing behaviors and additional pre-testing of risk behaviors. It is necessary for the government to monitor these behaviors in the general U.S. population to address objectives in the National HIV/AIDS Strategy and the Ending the HIV Epidemic in America initiative. Since 1988, HIV/AIDS-related items have been included by GSS, including: number and gender of sex partners, sex with risky partners, condom use at last sex by type of partner, drug injection and use of crack cocaine. This data collection has been supported by the CDC throughout this period and previously. National Opinion Research Center is the single source needed for this project and they have not licensed or authorized any other parties to perform these duties or use of previously information collected. In addition, NORC is the only vendor that has the authority to perform the necessary requirements, including adding necessary survey questions regarding HIV testing and risk behaviors and implementing the nationwide probability sample while utilizing GSS system, analysis, and techniques to compare from previous years.


As a result of this synopsis, no competitive solicitation will be posted on FedBizOps. We will issue only one solicitation to National Opinion Research Center (NORC)-GSS. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by September 25, 2019. The Contracting Specialist will not respond to verbal request. All requests must be in writing.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
