Assignment Title: MIMIP Project Manager

The Government of the Republic of Marshall Islands has received financing from the World Bank toward the cost of the Marshall Islands Maritime Investment Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include provision of management services as the head of the Project Implementation Unit (PIU), responsible for advising and regular reporting on all project matters, project progress and results for MIMIP activities implemented by Republic of Marshall Islands Ports Authority (RMIPA.  The detailed scope of services is indicated in the attached TOR.

This consulting assignment is a full-time position to be located in Majuro, RMI and is expected to start in December 2019. The duration will be for 24 months with a possibility of extension based on performance.

The Republic of Marshall Islands Ports Authority (RMIPA) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:  

  • A Bachelor’s degree is required (Master’s degree is desirable) in engineering, business or another relevant field;
  • 10 years of post-qualification experience, 3 years of which as a Project Manager/Team Lead on international aid-assisted infrastructure projects (maritime-specific experience is not necessary, but would be an advantage).
  • Engineering License/Certification is desirable

Skills, Knowledge and Competencies:

  • Good working knowledge of World Bank fiduciary and safeguards procedures/ requirements;
  • Experience managing multiple contracts and consultants, and ability to prioritize competing demands;
  • Competency in Microsoft office suite (Word, Excel, PowerPoint, Access, etc.) and MS Project or similar planning / monitoring software;
  • Ability to write fluent, sequential, informative but concise and accurate activity reports;
  • Excellent general written and oral communication skills.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers [insert correct title and date of applicable Guidelines edition as per financing agreement] (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
