REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS/NGOs SELECTION)

Assignment Title: Technical Service Providers (TSP)

The Royal Government of Cambodia (RGC) has received financing from the World Bank toward the cost of the Cambodia Agricultural Sector Diversification Project (CASDP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes: i) support for organizing business roundtables and workshops to facilitate the team building of key stakeholders, such as Producers Organization-POs, Small Medium Agribusiness-SMAs, larger agribusinesses and buyers and financial lenders; ii) general training and TA to interested team for the translation of business ideas into viable Diversification Plan-DPl and Business Plan-BPl; iii) TA to teams for the preparation of detailed DPl/BPl; iv) training to the Evaluation Committee-EC to increase their capacity; and v) implementation support to POs and SMAs. There are 4 key personnel to be carried out the assignment such as (1) Chief of Party and Agribusiness Advisor for 5 years, (2) Producer Organization and Agriculture Advisor for 5 years, (3) Business Planning and Finance Advisor for 3 years, and (4) Fiduciary Advisor for 4 years. The assignment will be provided over the course of 5 years, pursuant to yearly satisfactory performance reviews which expected to start on Quarterly one, 2020.

The Cambodia Agricultural Sector Diversification Project (CASDP) now invites eligible consulting services (Firms/NGOs) “The Consultant” to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences, suitable capacity and availability of key permanent professional staff to perform the Services. The shortlisting criteria are:

• Experiences operating in Cambodia or another Southeast Asian country for at least 5 years in Technical Service Provider.
• Experiences delivering or facilitating technical or specialized job on Producer Organizations (PO), Small and Medium Sized Agribusinesses (SMA), Buyers/Larger Agribusinesses and Financial institutions.
• Firm/NGO's experience vis a vis the assignment TOR and Technical Assistance Provider is an asset.
• Experiences managing at least two relevant contracts/projects with an international organization (i.e. UN agencies, World Bank, ADB, IFAD, bilateral donors, etc.)
• Country Experiences
• Permanent presence/local office

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality-based Selection (QBS) method set out in the Procurement Regulations.
