  1. The Kyrgyz Republic has received financial support from the World Bank towards the cost of the “Additional Financing of Central Asia Hydrometeorology Modernization” project and intends to apply part of the proceeds toward payments under the contract[1] for Introduction of two mobile hydrological laboratories for observations on rivers without stationary hydrological posts.

2.    The Agency for Hydrometeorology under MES KR (Kyrgyzhydromet) now invites sealed Bids from eligible Bidders for

Lot 1 - Нardware and software hydrology;

Lot 2 - Нardware and software hydrochemistry;

Lot 3 - Tools for maintenance and repair works equipment for a hydrochemical mobile laboratory;

Lot 4 - Pickup truck (off-roader);

Lot 5 - Off-road vehicle - van;

Lot 6 – Portable automatic weather station.

3.    Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”  July 2016, revised in November 2017 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Project Implementation Unit under the Ministry of Emergency Situations of the Kyrgyz Republic, Mrs. Toktorbaeva Zhyldyz, PIU Director, e-mail: [email protected] and inspect the bidding document during office hours 09-00 to 18-00 hours at the address given below.

5. Interested eligible bidders may purchase a full package of bidding documents in English and/or Russian after submitting a written application and paying a non-refundable fee in the amount of 5,000 (five thousand) soms. Payment shall be made by direct transfer of funds to the following account:

6. Bids must be delivered to the address below on or before 14-00 (Local time) January 15, 2020.  Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 14-00 (Local time) January 15, 2020.  

7. All Bids must be accompanied by a Bid Security of

Lot 1 – 1 700,00 (one thousand seven hundred) US dollars;

Lot 2 – 2 900,00 (two thousand nine hundred) US dollars;

Lot 3 – 370,00 (three hundred seventy) US dollars;

Lot 4 – 1 300,00 (one thousand three hundred) US dollars;

Lot 5 – 1 500,00 (one thousand five hundred) US dollars;

Lot 6 – 1 000,00 (one thousand) US dollars

or the equivalent in Kyrgyz soms at the rate of the National Bank of the Kyrgyz Republic 28 days before the opening date of tender applications.
