REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Selection of Construction Supervision Consultancy for upgradation of State Core Road network (90 Kms) under World Bank Funded Himachal Pradesh State Road Transformation Program (HPSRTP).

The Government of Himachal Pradesh has applied for financing from the World Bank toward the cost of the Himachal Pradesh State Roads Transformation Project (HPSRTP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  1. Carrying out all the duties of the “Project Manager (Engineer)” as specified in the construction contract, within any limitations specified therein. The duties and responsibilities of the Project Manager and Project Manager’s Representatives shall be as per Conditions of Contract for civil works procured under prevailing World Bank Standard International Competition Procurement (ICP) as well as National Open Competitive Procurement (NOCP) documents.
  2. Ensuring that the construction works are in accordance with the technical specifications, Environmental Management Plan and other stipulations of the construction contract documents.
  3. To impose and enforce a system of quality assurance of work; approve materials and their sources, review bituminous mix designs and concrete mix designs proposed by the contractors and approve/suggest modifications to the contractor’s proposed mix designs, laying methods, sampling and testing procedures and quality control measures to ensure the required standard and consistency in quality.
  4. To check the laboratory and field tests carried out by the contractors and to develop a mechanism to involve the Team Leader/Resident Engineer in carrying out an adequate number of independent tests other than the regular testing done by laboratory personnel.
  5. To monitor and check the daily quality control and quantity measurements of the works carried out under the contracts, keep all measurement records as per the directions of the Client and issue interim payment certificates when the quality of the works is satisfactory and the quantities are correct.
  6. To direct the contractors to take all necessary steps including those mentioned in the works contract/environmental management plan to protect the environment and their workforce on and off the site which arise due to construction operations.
  7. To issue certificates for interim payments to the contractors, and certify completion of parts of the totality of the works where applicable. Details of interim progress payments are to be recorded in an electronic and manual measurement book before issuance of interim certificates.
  8. To approve contractors’ works programs, advise contractors on the preparation of such plans as well as to review and decide on any changes to such plans.

In addition to above the Supervision Consultant will carry out all such duties which are incidental to, but still essential for, the effective implementation of the construction contracts.

The objective of the assignment is also to ensure that these processes and outputs are in line with all applicable World Bank safeguard policies.

The Himachal Pradesh Road and Other Infrastructure Development Corporation Limited (HPRIDC) now invites eligible consulting firms (“Consultants”), to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are given in the Expression of Interest (EoI). The EoI includes the following documents:-

  1. Section I- Instructions for submission of Expression of Interest and Guidelines for preparation of EoI.
  1. Section-II Eligibility and short listing Criteria including Annexure-I to VI.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and its latest revision (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture  and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and its latest revision (“Procurement Regulations”).
