Dear Mr./Ms.:

The Government of India (GOI) through Department of Agriculture, Government of Maharashtra(hereinafter called "Borrower”) has applied for financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called “loan” toward the cost of State of Maharashtra’s Agribusiness and Rural Transformation (SMART) Project. The Department of Agriculture (DoA), Government of Maharashtra (GoM), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. Payments by the Bank will be made only at the request of the SMART, DoA, GoM through GOI and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the loan agreement. The loan agreement prohibits a withdrawal from the loan account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the loan agreement or have any claims to the proceeds of the loan.

The Client now invites proposals to provide the following consulting services (hereinafter called “Services”): Detailed Study of Price Risk Management Plans using Exchange Traded Instruments by Farmers/CBO’s and State Agencies.  More details on the Services are provided in the Terms of Reference (Section 7).

A firm will be selected under Consultants Qualification Based Selection (CQS) and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the policies of the Bank detailed in the Bank’s “Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”) which can be found at the following website: www.worldbank.org
