Assignment Title: Marine Feasibility Studies for Italy-Tunisia Interconnector

The Government of Tunisia has received financing from the World Bank toward the cost of the Project Preparation Technical Assistance (TA) for the Tunisia-Italy Power Interconnector, and intends to apply part of the proceeds for consulting services.

The consulting services (hereinafter called “the Service”) include, but they are not limited to, the tasks that are needed to produce a detailed mapping in order to define a feasible route of the marine cables, including location of the areas in which to place the landing point, the joints transition land / sea (T / M) and the electrodes in the framework of the project “Tunisia Italy Power Interconnector”.

The Service shall be carried out in 3 phases:

  1. Desk Top Study (DTS), that aims to compare alternative solutions and evaluate the preferential solution and will report, with adequate required accuracy, some information related to the length of the route;
  2. Marine Survey, that is to be carried out in order to give more detailed information about the corridor found and accepted at the end of DTS, and to identify RPL (Route Position List);
  3. Marine DM96 Survey Italian Side: a specific environmental and benthic survey, according to Italian Ministerial decree 24/01/1996, to be performed on the RPL defined by the marine survey.

The Service above will be performed in close collaboration with the Environmental Social Impact Assessment (ESIA) consultant and the terrestrial mapping consultant (not part of this scope of work).

ELMED Etudes Sarl (the Implementing Agency appointed by  the Government of Tunisia ) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Service. Interested consultants  should provide information demonstrating that they have the required qualifications and relevant experience to perform the Service.

The shortlisting criteria are related, but not limited, to the following:

  • experience of the consultant  relevant to the Service;
  • specific business and years in business of the consultant ;
  • technical capability of the consultant ;
  • suitable Financial standing of the consultant
  • any other information as required in the Templates attached.

Consultants shall provide following information and documentation:

  1. Submission Letter and General Information (completing Form1, Form 2 and Form3);
  2. Experience in feasibility marine study and the specific functional activities (completing Form 4)
  3. Sustainable business with special focus on ISO 9001:2015, ISO 14001:2015, OHSAS 18001 certifications or equivalent process (completing Form 5)
  4. Number of marine survey contracts (completing Form 6) that have been performed and completed, during last 4 years (from 2015 to 2018), with these requirements:
    • On shore (< 30m)
    • Off shore (> 500m )
    • With ROV (Remotely Operated Vehicle);
  5. Number of Environmental marine studies list (i.e. for Italian side DM 1996 or equivalent) successfully completed, during last 4 years (from 2015 to 2018) (completing Form 6);
  6. Experience in requesting authorizations for surveys and marine surveys affected by the project list on linear infrastructure for marine cables contracts (completing Form 6) that have been performed and successfully completed, during last 4 years (from 2015 to 2018);
  7. Number of DTS list on linear infrastructure for marine cables contracts (completing Form 6) that have been performed and successfully completed, during last 4 years (from 2015 to 2018),
  8.  Number of customer’s reference assessing the completion of the activity in line with the project time schedule (completing Form 6)
  9. Full understanding of the requirements of the present Service with a practical and realistic preliminary approach and methodology (completing Form 7)

Please note that the current version of the ToR will be modified and expanded before the launch of the Request for Proposal.

The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture to enhance their qualifications and/ or propose specialized Sub-consultants or Subcontractors to perform the Service by providing in their expression of interest, a relevant specific agreement with these specialized partners. It will be indicated clearly whether the association is in the form of a joint venture and/or a sub-consultancy.

In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based selection method (QCBS) set out in the World Bank Procurement Regulations for IPF Borrowers – Procurement in investment project financing - Goods, Works, Non-Consulting and Consulting Services - July 2016 Revised November 2017 and August 2018.
