Assignment Title: E-Procurement Firm for the Implementation of eGP in Nigerian States

The Federal Government of Nigeria has received financing from the World Bank towards the cost of the States Fiscal Transparency, Accountability and Sustainability (SFTAS) Program for Results, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include to supporting the implementation of e-procurement in the Nigerians states to enable them to meet the DLR requirement of the SFTAS program. The assignment will be for a period of 20 months.

The Federal Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Experience in the development or management of the implementation of e-procurement system: Evidence of successful supervision of two e-procurement system implementation in the public sector;
  • Regional Procurement Policies - Can provide high quality, pragmatic advice on the application of procurement policies and procedures as related to the design and implementation of local procurement initiatives;
  • Operational Project Management - Demonstrates in depth knowledge and understanding of project management tools & methodologies and processes related to project preparation & implementation, resource management, and stakeholder communications;
  • E-Procurement Experience - Three years' experience in e-Procurement in administrative, technical advisory or supervisory functions, especially in public sector. Experience in international e-procurement projects will be desirable. 

The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised in November 2017 and August 2018)) and the World Bank’s Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by International Bank for Reconstruction and Development (IBRD) Loans and IDA Credits and Grants (revised as of July 1, 2016)

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
