REQUEST FOR EXPRESSIONS OF INTEREST(REoI)

The Government of Iraq (GoI) rep resented by the Ministry of Construction and Housing, AndMunicipalities and Public Works (MoCHMPW)/ Roads and Bridges Directorate ( RBD) has received a financing from the World Bank (WB)toward the cost of Transport Corridors Project (TCP).and intends to apply par t of the proceeds for consultingservices.

The consulting services (“the Services”) include Trainingof staff of Road and Bridges(RBD) and State owned Construction Companies/Enterprises SOEs in the RoadSector

The main objective of the Consultant’s assignment is to develop a structured training program for the staff and management of the State-Owned Construction Companies/ Enterprises (SOEs) and of the Roads and BridgesDirectorate (RBD). The training for RBD staff is expected to cover procurement regulations and guideline, preparation of request of p Dioposals, technical evaluation of proposals and bids and policies and practices on safeguards such as environmental, social,road s ety and occupational, health and safety.  Expected results are increased capacity in the preparation and evaluation ofproposal s and bids and deepened understanding of safeguards for proper monitoring.  The training of SOE’s staff isexpected to co ver structure of bidding documents, capacity increase in safeguards such as environmental, social, road safety andoccupational, hea lth and safety, strengthening overall project management and planning, and instilling the skills and bestpractices.  Expected outcomes from this training is to allow for the timely delivery of professional technical documents, bidsand works as well as to en able them optimize their internal management procedures and processes and be compliant withinternational practices of safeguards.

The MOCHMPM/RBD now invites eligible consulting firms to indicate their interest inproviding the Services. Interested Consul tants should provide information indicating that they have the required qualificationsand relevant experience to perform the Servic es: (brochures, description of similar assignments, experience in similar conditions,availability of appropriate skills among staffand so forth). Consultants may associate with other firms in the form of a jointventure or a sub Consultancy to enhance their qual ifications.

The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank’s Guidelines, July 201 4 (“Consultant Guidelines”), setting forth the WorldBank’s policy on conflict of interest.

A Consultant w ill be selected in accordance with the (QCBS) method set out inthe Consultant Guidelines.
