REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

NAME OF PROJECT: Climate Resilient Road Project (P172225)

Assignment Title: Environment and Social Safeguards Assessment and Preparation of instruments.

The Federated States of Micronesia has applied for financing from the World Bank toward the cost of the Climate Resilient Road Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: i) Environmental and Social Assessment; ii) preparation of environmental and social instruments in accordance to the WB ESF; iii)  support stakeholder consultation activities; and iv) provision of technical environment and social advice as required to the government of the FSM as part of the project preparation. A project Environment and Social Management Framework (ESMF)  is to be prepared and includes four project specific Environment Social Management Plans (ESMP). It is expected that the assignment will be completed within seven (7) months after commencement and will require approximately 150 person-days of professional input.

The draft Terms of Reference (TOR) for the assignment are attached.

The Department of Transportation, Communications and Infrastructure (DoTC&I) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Experience on similar assignments (as per the terms of reference) undertaken over the past 5 years;
  2. Demonstrable experience in preparing environmental and social assessments for infrastructure in small island states or similar environments, in the past 5 years.  Experience in the Pacific is an advantage.
  3. The technical, managerial and financial capacity of the firm;
  4. Qualifications and experience of the proposed team.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Selection Method (CQS) set out in the Procurement Regulations.
