Assignment Title: OUTER ISLANDS IMPLEMENTATION UNIT (OIIU) PROJECT MANAGER

The Government of Kiribati has received financing from the World Bank towards the cost of the Kiribati Outer Islands Transport Infrastructure Investment Project -IDA V190, and intends to apply part of the proceeds for consulting services.

The main objective of this consultancy is to ensure that the KOITIIP is implemented successfully, in accordance with World Bank standards and procedures, the Grant Agreement, Credit Agreement, Project Agreement, and other approved project documentation.

The OIIU Project Manager will lead and manage overall OIIU implementation. The Project Manager will be supported by the KFSU and will be expected to liaise closely with the KFSU in management of OIIU. Additionally, MISE will establish a MISE implementation unit that will lead the development of designs and construction supervision tasks. Construction activities are expected to use a combination of small domestic contractors and MISE Force Account workers.

The OIIU Project Manager will be based at the Project Implementation Unit (PIU) at the Ministry of Finance & Economic Development (MFED) in Bairiki and shall report directly to Secretary for Finance & Economic Development.

The Ministry of Infrastructure and Sustainable Energy (MISE) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

  1. Knowledge, Experience and Qualification
    1. Technical capacity (Civil Works, Roads, Maritime, Construction etc.) is essential;
    2. Degree in economics, law, finance, engineering or similar qualification from a recognized institution, or equivalent relevant operational qualification; registration as a chartered or professional engineer is preferred;
    3. At least 10 years’ general managerial experience at a senior level in public or private sectors (preferably Donor Funded Projects in developing countries); specific South Pacific island experience is preferred;
    4. At least 5 years financial and contractual managerial experience at a senior level in public of private sectors preferably in the infrastructure sector;
    5. Familiarity with the procedures of international organizations, in particular the ADB, the World Bank Group, JICA, or other donors with supporting documents;
    6. Proven experience in managing transport projects (with focus on maritime, roads, causeways and bridges) and working with diverse stakeholders under tight timelines; ability to work independently and lead an inter-disciplinary team of professionals;
    7. Strong project management, office administration skills and computer literacy; effective verbal, written and presentation communication skills in English, with demonstrable high-level reporting skills. Knowledge of I-Kiribati is essential.
    8. Must be in good health (noting the requirement to travel to and stay for short periods of time on the remote Kiribati outer islands, and inspecting active work sites) supported by a valid medical report from a certified and recognized medical practitioner
