The Solomon Islands Government has received financing from the World Bank – International Development Association (WB-IDA) toward the cost of the Community Access and Urban Services Enhancement (CAUSE) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include a new Project Manager to replace the current Project Manager whose contract shall expire by end June 2020. The key role of the Project Manager is to drive the implementation of CAUSE according to the agreed project design, to conform to the quality, safeguards and other standards and policies of the Implementing Agencies and the IDA. Important areas of focus include the design, delivery and governance of subprojects to ensure they are planned, designed and constructed to an agreed standard within the approved budget and time schedules. The position is an integral element of a team that enables the CAUSE Project to meet challenges faced by both implementing agencies i.e. HCC and MID in delivering services and products.
The role provides professional assistance to the HCC and MID as well as providing high level expert advice, supervision and support to other members of the project team in the management of allocated key subprojects. Implementation of the assignment is expected to commence by mid-May 2020. The Project Management Unit on behalf of the Honiara City Council and the Ministry of Infrastructure Development now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
