Community Access and Urban Services Enhancement Project (CAUSE)

Grant No.: IDA-D2920

Assignment Title: 1 – Public Works Engineer / Project Manager (International)

Reference No.: SB-HCC-159815-CS-INDV

The Solomon Islands Government has received financing from the World Bank – International Development Association (WB-IDA) toward the cost of the Community Access and Urban Services Enhancement (CAUSE) Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include a new Project Manager to replace the current Project Manager whose contract shall expire by end June 2020.  The key role of the Project Manager is to drive the implementation of CAUSE according to the agreed project design, to conform to the quality, safeguards and other standards and policies of the Implementing Agencies and the IDA. Important areas of focus include the design, delivery and governance of subprojects to ensure they are planned, designed and constructed to an agreed standard within the approved budget and time schedules.  The position is an integral element of a team that enables the CAUSE Project to meet challenges faced by both implementing agencies i.e. HCC and MID in delivering services and products.

The role provides professional assistance to the HCC and MID as well as providing high level expert advice, supervision and support to other members of the project team in the management of allocated key subprojects.  Implementation of the assignment is expected to commence by mid-May 2020. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below or downloaded from the following link: http://shorturl.at/yCVY1

The Project Management Unit on behalf of the Honiara City Council and the Ministry of Infrastructure Development now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Tertiary qualifications in engineering, urban planning or related disciplines with 10 years or more of relevant experience, with specific experience in planning, design and construction of community access infrastructure and small-scale civil works, road maintenance, waste collection and/or other public works activities.
  • Experience in developing countries, working on maintenance and construction of urban and peri-urban roads supervising large labour workforces.
  • Experience working with World Bank or similar development agencies or partner projects guidelines and procedures (particularly regarding procurement and safeguards).
  • Capability to manage multiple teams with counterpart in different locations.
  • Strong written and spoken communication and presentation skills with proven ability to work well with local staff and communities in developing countries.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.

Further information can be obtained at the address below during office hours (i.e. 0800 to 1630 hours).

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by  09 March 2020.
