DFID has decided to intensify the rate of expenditure under the existing NIAF service contract, and then close that contract at 31.10.2010 (by which time funding under that contract will be exhausted). It then wishes to establish a successor 13 month service contract to be mobilised by 1.11.2010, in line with the original objectives of NIAF. This will both support the reform of the Power sector under the PACP and continue general technical support to the Power and Transport sectors and for PPPs. The goal of the NIAF programme is 'increased access to improved, reliable and affordable infrastructure services in Nigeria'. The purpose is to 'enhance Government of Nigeria's capacity to better plan, finance and operate infrastructure delivery at the Federal and State levels. NIAF's approach is to facilitate and accelerate these processes of change by improving access to technical assistance (TA) to address priority constraints encountered by the public and private sectors in infrastructure. Service providers will need to demonstrate flexibility and speed of action, recognising that windows for useful provision of advice are often sharply limited by the electoral cycle or the exigencies of negotiations among affected parties.
