The Governme nt of thePeople’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Sustainabl eForests & Livelihoods (SUFAL) Project and intends to apply part of the proceeds for consulting services.

Theconsulting services (“the Services”) include identify forest dependent communities following Community Identificationof Poor’s (CIP) from forest conservation village, generate baseline information for preparing community profiling by feeding iin ofo the database, mobilize and organize participants in collaborative forest management. The Consulting Firm will support toscale u through formation of new Co-management Committees (CMCs) in selected Protected Areas (PAs) and support in the formation ofCollabora tive Forest Management Committee (CFMC), arrange capacity building training for sub-committee members of CFMC and makekey members c apable for running institutional functions and identify appropriate Alternative Income Generation Activities (AIGAs)following termsand conditions of Community Operation Manual (COM) in jurisdiction of Chattogram North Forest Division andChattogram South Forest Division.

The Bangladesh Forest Department (BFD) now invites eligible Non ProfitOrganizations i.e. NGOs (“Cons ultants”) to indicate their interest in providing the Services. Interested Consultantsshould provide information on prescribe d Format issued with this REOI demonstrating that they have the required qualifications andrelevant experience to perform the Servi ces. The shortlisting criteria are: 

A registered NGO (not for profit)with at least 15 years’ general exp erience out of which 10 years’ experience in the working location mentioned in theTOR;
Proven working experience an d ability to work with natural resources dependent communities, including poor andmarginalized forest dependent communities in Bang ladesh;
Experience in community mobilization and the promotion ofresource-independent alternative income generating activ ities;
Experience of working under donor funded projects will beadded advantage;
Experience on social norms, co llaborative forest management, social forestry, Protected AreaManagement; and
NGO will have sufficient and relevant manag erial, financial and organizational capabilities andlogistics for the assignment.
Key Experts will not be evaluated at the shortlisting stage.

The attention ofinterested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17of the World Bank’s “ProcurementRegulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procure ment Regulations”), setting forth theWorld Bank’s policy on conflict of interest.   

Consultantsmay associate with other NGOs or firms toenhance their qualifications, but should indicate clearly whether the association is in t he form of a joint venture and/or asub-consultancy. To form a joint Venture with firm(s) lead partner must be a registered NGO. In the case of a joint venture, allthe partners in the joint venture shall be jointly and severally liable for the entire contract, ifselected. It is preferable tolimit the maximum number of joint venture partners in 03 (three) including the Lead partner who is anNGO. Although the lead firmin the joint venture will provide the core expertise, each partner of the JV has to be reasonably quali fied to take over theresponsibilities and role of any of the partners that may fail to perform or withdraws.

A Consultant will be selected inaccordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
