The Government of thePeople’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Sustainable Forests & L People&rvelihoods (SUFAL) Project and intends to apply part of the proceeds for consulting services.

Theconsulting s (“the Services”) include identify forest dependent communities following Community Identification ofPoor’s (CIP ) from forest conservation village, generate baseline information for preparing community profiling by feedinginto the database, mo bilize and organize participants in collaborative forest management.  The Consulting Firm will supportin the formation of Coll aborative Forest Management Committee (CFMC), arrange capacity building training for sub-committee membersof CFMC and make key memb ers capable for running institutional functions and identify appropriate Alternative Income GenerationActivities (AIGAs) following terms and conditions of Community Operation Manual (COM) in jurisdiction of Dhaka Forest Division andTangail Forest Division.

The Bangladesh Forest Department (BFD) now invites eligible Non Profit Organizationsi.e. NGOs (“Consultants”)to indicate their interest in providing the Services. Interested Consultants should provideinformation on prescribed Format issuedwith this REOI demonstrating that they have the required qualifications and relevantexperience to perform the Services. The shortl isting criteria are: 

A registered NGO (not for profit) with atleast 15 years’ general experience out of which 10 years’ experience in the working location mentioned in theTOR;
Proven working experience and ability to wo rk with natural resources dependent communities, including poor andmarginalized forest dependent communities in Bangladesh;
< li>Experience in community mobilization and the promotion ofresource-independent alternative income generating activities;Experience of working under donor funded projects will beadded advantage;Experience on social norms, collaborative for est management, social forestry, Protected AreaManagement; and
NGO will have sufficient and relevant managerial, financia l and organizational capabilities andlogistics for the assignment.
Key Experts will not be evaluated at the shortlis ting stage.

The attention ofinterested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World B ank’s “ProcurementRegulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulation s”), setting forth theWorld Bank’s policy on conflict of interest.   

Consultants may associate with other NGOs or firms toenhance their qualifications, but should indicate clearly whether the association is in the form of a jo int venture and/or asub-consultancy. To form a joint Venture with firm(s) lead partner must be a registered NGO. In the case of a j oint venture, allthe partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It i s preferable tolimit the maximum number of joint venture partners in 03 (three) including the Lead partner who is an NGO. Although the lead firmin the joint venture will provide the core expertise, each partner of the JV has to be reasonably qualified to take ov er theresponsibilities and role of any of the partners that may fail to perform or withdraws.

A Consultant will be selectedinaccordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
