Assignment Title: Consultancy Services to Conduct a Study on Internal Migration and Its Impact on Sustainable Urban Development in Ethiopia

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Institutional and Infrastructure Development Program and intends to apply part of the proceeds for consulting services.
General Objective:
The assignment is to understand the nature, type, scale, extent, pattern and direction of internal migration and other factors that influence urbanization in Ethiopia. Thus the findings will enable and guide the urban development actors to give an informed decision and proactively manage internal migration in the country.
Specific objectives:
Scope of the Study
The study team arrangements proposed in detail will be included in the Consultant’s Technical Proposal. Clearly the size and complexity of different Urban Local Governments; regional language usages and familiarity with different regions; as well as the logistical arrangements are among the factors the Consultant will need to take into account in selecting and directing their study teams. Each Team is likely to consist of at least 6 team members as follows:- Team Leader (a proven leader chosen from the 6 team members below and specialist in any of the main disciplines i.e. (i) Economics or Developmental Economics specialist; (ii) Social development specialist; (iii) Demography or population trend analyst; (iv) Statistics and information database specialist (v) Urban Planning Specialist (vi) Local Economic Development Specialist. The Ministry of Urban Development and Construction now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, including firm profile and brochures, demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:
Key Experts will not be evaluated at the short-listing stage and, accordingly, CVs should not be submitted.
The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016 and revised November 2017) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-Consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
