BACKGROUND

The Government of Lesotho is implementing the Smallholder Agricultural Development Project (SADP) 2 with financial support from the World Bank, Government of Japan and the International Fund for Agricultural Development (IFAD). The project covers ten districts – Maseru, Leribe, Botha-Bothe, Mokhotlong, Thaba-Tseka, Berea Mafeteng, Mohale’sHoek, Quthing and Qacha’sNek. SADP is coordinated by the Project Management unit (PMU) based in Maseru.

RESPONSIBILITIES AND TASKS

The Monitoring and Evaluation Officer shall be responsible to the Project Manager of the SADP Project Management Unit (PMU) and shall:

  1. Using the Project Appraisal Report (PAD) and accompanying documents, particularly the Results Framework and Logical Framework for the project, and working with the M&E Specialist recruited under the PPA to help design the M&E system for the project, be responsible for the development of the M&E system and the preparation of the documentation necessary to: (i) facilitate project monitoring by each of the project’s  experts and for each component and sub-component  and  (ii) guide evaluation of project performance, effectiveness and impact;
  1. Review the indicators stipulated in the project Results Framework and log frame, reviewing each one to determine how it will be applied and how it will be possible to ensure that reliable information to respond to the indicators can be gathered;
  1. Supervise the baseline survey, provide to the consultant(s) responsible for carrying it out, ensure complimentary and utility of the information being assembled with the design of the M&E system and ensure that the results from the survey will provide the PMU with the necessary information to be able to assess the project’s performance and impact on the project on the target groups;
  1. Set up the reporting formats, templates and timetables to enable the different members of the PMU teams to provide the necessary monitoring reports and management information to facilitate timely, well informed and efficient management decision making; similar forms and templates shall also be prepared for service providers that will be contracted by the project to ensure that they provide the needed monitoring information on their activities;
  1. Once a draft version of the M&E system is ready, review it with members of the PMU team and MAFS and other key stakeholders to ensure that it occurs with the design and that it meets their requirements; once a final version is available;
  1. Work with Project Procurement Specialist to ensure that the monitoring and reporting requirements for the project-contracted service providers are clearly specified in their contracts;
  1. Work with the consultant responsible for the design of the M&E system to develop the knowledge management procedures and facilitate the capturing, processing and sharing of lessons learned; in parallel, set up the procedures necessary to facilitate access to relevant experience from other projects and project both within Lesotho and outside;
  1. Hold working sessions with the PMU’s Finance Manager to harmonize the monitoring requirements for the project with the information being gathered under the project’s M&E system 

QUALIFICATIONS AND EXPERIENCE

  • B.Sc. in Statistics, Economics or related discipline
  • 3 to 5 years professional experience in a similar position
  • Strong knowledge of agriculture in Lesotho
  • In-depth knowledge of M&E systems
  • Sesotho and English Fluency

SKILLS/ABILITIES

  • Community leadership and mentoring skills, able to support, motivate and liaise effectively with community groups.
  • Ability and experience in workshop facilitation and giving presentation in both formal and non-formal settings.
  • Ability to develop training programs and lessons plans
  • Excellent organisational and interpersonal skills
  • Ability to work independently and lead a team of communities.

CONDITIONS

  • Renewal of the contract will be subject to satisfactory performance and funds availability.
  • The Client shall render the Consultant with all such facilities as may be reasonably required to enable the Consultant to discharge his/her duties, that is office space, laptop/computer, landline telephone, and transport.

The attention of interested Consultants is drawn to Section III paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016 and revised in November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with selection of Individual Consultants Method set out in Procurement Regulations.
