SERVIÇOS DE CONSULTORIA PARA PREPARAÇÃO DE UM RELATÓRIO DE AVALIAÇÃO INDEPENDENTE DA IMPLEMENTAÇÃO E CONCLUSÃO DO PROJECTO NACIONAL DE DESENVOLVIMENTO DE RECURSOS HÍDRICOS (PNDRH).

O Governo de Moçambique (GdM) solicitou um crédito da Associação Internacional para o Desenvolvimento (IDA), para o custeio do Projecto Nacional de Desenvolvimento de Recursos Hídricos, e pretende aplicar parte dos recursos deste crédito para pagamentos ao abrigo de um contrato de Serviços de Consultoria para a Preparação de um Relatório de Avaliação Independente de Implementação e Conclusão do Projecto Nacional de Desenvolvimento de Recursos Hídricos (PNDRH)

A Consultoria comporta dois objectivos precedentes; i) realizar uma avaliação independente de toda a implementação do projeto, isto é, ver até que ponto o projeto alcançou os resultados esperados e os objectivos específicos declarados no Documento de Avaliação do Projeto (PAD), determinar com que eficácia o projeto foi executado, capturar as lições aprendidas para o futuro e avaliar o impacto e a sustentabilidade do Projeto, garantindo que o Cliente obtenha o maior benefício possível do projeto. A partir das lições aprendidas da concepção e implementação do PNDRH, o relatório deverá apresentar propostas de como, i) manter / sustentar o que foi alcançado pelo projeto; ii) consolidar e maximizar o legado ou investimentos feito pelo projeto (infraestruturas, planos estratégicos e serviços) - aumentar a resiliência dos investimentos de maneira sustentável; e iii) melhorar a satisfação das partes interessadas, levando ao aumento da sustentabilidade dos investimentos do projecto.

Por conseguinte, a Direcção Nacional de Gestão de Recursos Hídricos (DNGRH) convida consultores individuais elegíveis a indicarem o seu interesse na prestação dos seus serviços para a consultoria acima. Os consultores interessados deverão fornecer informações que demonstrem possuírem as qualificações e experiência relevantes necessárias para executar os Serviços.

Os consultores serão seleccionados de acordo com os procedimentos definidos nas Directrizes do Banco Mundial: “Selecção e Contratação de Consultores pelos Mutuários do Banco”, datadas de Janeiro de 2011;
