Assignment Title: Change Management Consultancy for Water and Sewerage Corporation (WASCO)

The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Lowlands Water Development Project II, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the consultancy is to support a change management program at WASCO that successfully uses Disbursement Linked Indicators (DLI) financing to achieve institutional improvements. To ensure ownership and sustainability of the program, design and implementation of the change management program will be driven by WASCO staff, with the Firm providing facilitation, project management and logistical support and technical expertise on change management. The specific objectives will include;
The duration of the contract is expected to be up to 2 years with an estimated time input of 14 months broken down as follows;
Phase 1: 4 months
Phase 2: 4-6 months
Phase 3: 12 months

The Ministry of Water now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: evidence of having carried out at least four (4) similar assignment in the past ten (10) years, having worked under similar conditions (SADC), availability of relevant technical staff and managerial capability of the firm. Key Experts will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the (Quality and Cost Based Selection) (QCBS) method set out in the Procurement Regulations.
