Background

A strategic plan focuses attention on the vision and mission of the organization and howthe organization functions. It helps focus attention on future priorities and the strategic interventions required to implementthem. Considered as a set of purposeful actions that influence an organization in order to effect change, strategic planning is alsoo re themarded as a methodology aimed at future change of a present situation. Therefore, the key to successful strategic planningis con . In the context of the Government of Puntland, the strategic plans for all the beneficiary institutions will consider theinterest of the particular institution in its larger context, including its place within the government, Somalia at large, and eventhe globa l environment.

It is in this regard that a strategic plan will help the institutions anticipate and create theirfuture, max imize their strengths, capitalize on their opportunities to play a leading role in the emerging issues shaping thecivil service, aswell as build support for activities they deem important to their future. The strategic plan will as a matter ofnecessity be ancho red on critical priorities and interventions of the PDP and NDP and further provide guidance for achievingresults within a specifie d timeframe.

It is in this regard that the Government of Puntland with support from the WorldBank and other development par tners is seeking the services of an experienced consultant to provide technical assistance indeveloping strategic plans for twelve (10) Ministries and Agencies (MDs) to facilitate the achievements of the goal and objectivesof the PDP and NDP.

Sel ection Criteria

At least a master’s degree in public/businessadministration, human resource managemen t, economics, policy development, strategy development, organizational development orrelevant field
Minimum of 10 years&r squo; post-qualification experience with at least 3 years in the areastrategic planning
Demonstrated experience working i n a public sector environment and especially with governments ofdeveloping countries including fragile and conflict-affected statesis an added advantage
Demonstrated experience ofdeveloping strategic plans for organizations
Ability to work w ith governments at senior managementlevel
Ability to identify strategic issues, opportunities, risks, and deliver re sults in complex and challengingenvironments
Good group facilitation, organizational, analytical and communication skillswith an ability to producehigh-quality work keeping to deadlines
Positive work ethics and a willingness to learn
