The United Nations Office at Nairobi (UNON), on behalf of Climate Technology Centre and Network (CTCN), United Nations Environment Programme (UNEP) invites qualified interested firms to submit Expression of Interest (EOI) to participate in the upcoming solicitation for Provision of Technical Services for Implementation of GCF Readiness Project on " National framework for leapfrogging to Energy Efficient Appliances and Equipment" in following countries: 1. Botswana 2. Eswatini 3. Lesotho 4. Malawi 5. Namibia 6. Tanzania 7. Zambia and 8. Zimbabwe Interested firms may submit EOI for any number of countries by clearly mentioning the names of the countries in their EOI as per instructions given in 'Specific Requirements/Information' section below. CONTEXT OF REQUIREMENTS: These projects will be implemented in above mentioned countries and will be financed through the GCF Readiness Funds. Developing countries are allocated with GCF Readiness Funds which can be then deployed by organisations such as UNEP/CTCN which propose implementation plans in line with the countries’ framework. The CTCN has supported the above mentioned countries in the development of the successful readiness proposal on developing a national framework for leapfrogging to energy efficient refrigerators and distribution transformers. The project proposal had been approved by the GCF Secretariat in December 2019. The projects aim to put in place MEPS and a labelling scheme which will create an enabling policy and regulatory environment for refrigerators and distribution transformers. This will transform markets to energy efficient refrigerators and distribution transformers and ultimately reduce the strain on the electricity grid, increase disposable income for householders and potentially reduce GHG emissions. The project includes the following components: 1. Mandatory Minimum energy performance standards and labeling schemes. 2. National policy roadmap and enabling environment for the implementation of standards and labels. 3. Appropriate financing mechanisms to accelerate deployment of energy efficient refrigerators and distribution transformers. 4. Strengthened national capacity to develop standards and labels for other appliances in future. Detailed requirement/TOR will be provided during the consecutive solicitation.
