Assignment Titles:   Package 1: Integrated Tourism Master Plan for Bromo-Tengger-Semeru

The Government of Indonesia has received financing from the World Bank toward the cost of the Indonesia Tourism Development Program.

The consulting services (“the Services”) include three separate contracts to be procured under Package 1 (Integrated Tourism Master Plan for Bromo-Tengger Semeru), Package 2 (Integrated Tourism Master Plan for Labuan Bajo & Komodo National Park), and Package 3 (Integrated Tourims Master Plan for Wakatobi), for the development of an Integrated Tourism Master Plan for accelerated sustainable tourism development in Bromo-Tengger Semeru destination, Labuan Bajo & Komodo National Park destination, and Wakatobi destination respectively. Each of the contracts includes the following tasks:

  1. Assessment of the legal framework and planning documents which guide land use planning in the destination including provincial and municipality spatial planning;
  2. Assessment of demand and opportunities for tourist destination area development;
  3. Analysis and formulation of baseline information including regional development, infrastructure services, tourist attraction and tourism facilities;
  4. Assessment of Environmental and Social opportunities and constraints related to tourist destination area;
  5. Setting up growth projections and conduct development scenarios;
  6. Determine recommended  regional and infrastructure development scenario in particular tourism destination area and surrounding areas;
  7. Formulation of integrated tourism masterplan, including investment and financing plan for infrastructure, services and tourism facilities, and capacity building; and
  8. Stakeholder engagement including discussion to engage private sector, local government, central government, non-government organization, academia, professionals, associations and local communities.

The Services are expected to start in October 2020 and be performed during a period of 11 months. The total estimated level of effort under each package is approximately 68 technical/professional staff months including international and national staff.

Regional Infrastructure Development Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Firms may express interest for one or more of the above three contract packages but must clearly indicate which packages they are applying for. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, i.e. firm profile and description of similar projects, including project title, project location/country, name of client, type of services provided and brief description of the services, period of contract (starting date and completion date) and contract value.

The shortlisting criteria for each contract package are relevant experience of the firm in:

  1. tourism master planning for comparable destinations in at least 4 countries;
  2. spatial master planning at least city/ district level;
  3. infrastructure master planning (roads/transportation/water supply/sanitation/ waste management/ energy/communication);
  4. investment programming, i.e. feasibility studies, public-private partnership, investment project ready to offer; and
  5. operation in multi institutional environment, including engagement with minimum 3 (three) type of stakeholders, i.e. national government, local government, private sector, non- government organizations, and local communities.

All criteria are critical and mandatory and must be met as a minimum in order to be considered further in the shortlisting process. 

In addition, for a firm to be considered for shortlisting for more than one contract package, it must have satisfactorily completed during the last 10 years at least one contract, of value not less than US$2.96 million equivalent covering the area of expertise required above.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of shortlisting, the qualifications of sub-consultants will not be considered in the EOI evaluation.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
