REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – COMPANIES SELECTION)
Assignment Title: Support to Hospital Management Capacity Building in Health Care Financing Reforms

The Republic of Serbia has received financing from the World Bank toward the cost of the Second Serbia Health Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) should provide training to 180 hospital managers aimed at increasing their skills and knowledge relevant to modern workplace where high standards of performance and service are expected.

The implementation period for the Services is twelve calendar months.

The Ministry of Health of the Republic of Serbia, through its Project Coordination Unit (PCU), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
Consultant shall provide clear description of conducted activities, as well as provide names and contact info of other parties.
Key Experts will not be evaluated at the shortlisting stage, therefore no individual experts’ bio data (CVs) are required in this phase.
The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, World, Non-Consulting and Consulting Services, July 2016, Revised August 2018 (“the Regulations”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the CQS method set out in the Regulations.

Candidates shall submit an EOI in the English language via e-mail only (as non-editable pdf, each page initialed, all pages numbered and stamped); this is not required for annual reports prepared in electronic forms. The EOI exceeding 15 MB shall be sent via weTransfer app, whereas a cover e-mail (without attachments) should be sent to the e-mail address provided in the REoI. Hard copies will not be accepted.
