The Tianjin Municipal Government (TMG) has applied for financing from the Global Environment Facilities (GEF) through the World Bank as the GEF agency (IES) toward the cost of the $6.16 millions, and intends to apply part of the proceeds for consultant services:
1) Advisory Services (TA1A): The Team Leader and the Panel of Experts have been identified as being beneficial in the delivery of an integrated approach and to provide independent peer review of all components of the SSTEC project. The key aim of the Team Leader and the Panel of Experts is to maximize the potential of the SSTEC Project in terms of sustainability, replicability, and reputation/credibility. The total estimated inputs of this project are 1) the services of the Team Leader are expected to be on a continuous basis over a 6 month period in the first instance and thereafter on a part time basis culminating in a total of 10 months; 2) Core Panel of Experts inputs are about 150 person-day; and 3) Sector Experts as required inputs are about 150 person-day as required basis. The scopes of work are:
a. Advisory Services for Overall Implementation of SSTEC Project this relates to the implementation of the Master Plan and the realization and monitoring of the KPI’s;
b. Advisory Services and Project Management of GEF SSTEC Project relates to providing advice to SSTECAC on the delivery of the Projects under TOR’s for Components 1B, 2 and 3;
c. Monitoring and Evaluation of SSTEC/GEF Project using the KPI’sand associated metrics
d. Advisory Services for development of a strategy to disseminate the success of the strategies and technologies and techniques adopted by SSTEC to other cities particularly in China and help implement this strategy.
2) Implementation Framework of SSTECP (TA1B): The services include Sino-Singapore Tianjin Eco-City Institutional Arrangements, Financial Studies, Project Performance Indicators, and Capacity Building. The total estimated inputs of this project are 37 person-month for international experts and 34 person-month for local experts. The scopes of work are:
a. Policy/regulatory, incentive and institutional framework and detailed operation procedures to achieve SSTEC efficient energy/resource use and KPI’s;Finance mechanism to implement SSTECP which include finance and economic analysis tools for key infrastructure investment decision, finance plan and mechanisms for the key infrastructure investments, SSTEC municipal finance model based on these investments and associated revenues and operation and maintenance expenditures.
b. Monitoring and evaluation mechanisms of SSTECP Implementation following up on the project implementation, some KPIs materialization and city based Greenhouse Gas emissions.
3) Public Transport Network and Services Development (TA2): The overall objective of the study is, based on the transport planning already completed on behalf of SSTECAC to date, complete an integrated public transport development plan for SSTEC. This objective includes facilitation of the green transport KPI, including the 90% internal green transport mode share by 2020, within the context of the eco-city’s goals and objectives. The total estimated inputs of this project are 25 person-month for international team and 36 person-month for local team. The scopes of work are:
a. Review and Gap Analysis
b. Public Transport Development Plan (including service and implementation plans)
c. Public Transport Feasibility Study and Preliminary Design
d. Institutional Arrangements
The GEF SSTEC project management office (PMO), now invites eligible consultants to indicate their interest in providing the services. Consultant may express interest for one or any combination of the three TAs. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
