Description

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, intends to issue a request for proposals to install a new sanitary sewer, storm sewer, and a raw water delivery system at Moore Air Base, Edinburg, Texas.  The project includes:

Stormwater conveyance improvements.
New gravity sanitary sewer system, building service reconnections, abandonment of existing sanitary sewer pipes and manholes, and site restoration.
New raw water system for irrigation purposes, including installation of pumps, hydropneumatic bladder tank and associated piping, instrumentation and electrical work; sunshade and concrete slab; raw water distribution piping and reinstatement of service connections.
New electrical and communication infrastructure including:Underground conduit system to include duct spacers, marking tape, pull cords, and above grade utility markers.
Cast in place or pre-cast electrical manholes and communication manholes.
Quazite or Electrimold Box Pad for pad-mounted electrical primary switches.
Concrete pads for pad-mounted transformers.
Four-way direct buried sectionalizing cabinets.
Grounding at manholes.
Installation of an OS2 single mode 12-strand fiber optic cable in new duct bank system from existing elevated water storage tank to existing water treatment plant, including programming integration of elevated water storage tank fiber optic I/O into existing water treatment plant control panel and SCADA system.
The magnitude of this project is between $5 million and $10 million. The NAICS code is 237110, with a small business size standard of $39.5 million.  This procurement shall be set aside for small business firms only.  The solicitation and all other documents related to this procurement will be available on the beta.sam.gov site on or after July 31, 2020.
