The Ministry of Transport has applied for a credit from the International Development Association (IDA) toward the cost of the Northern Delta Transport Development Project, and intends to apply part of the proceeds of this Credit to payments for Integrated Project Implementation Audit Services (IPIA) in which independent consultants will be procured to conduct semi annual reviews and to provide heightened technical, fiduciary, environmental and social safeguards, and general project monitoring. The IPIA services are designed to ensure that value for money is being achieved in the project components and that World Bank and government guidelines are being followed. The IPIA services will have three main outputs: a) a report on overall project implementation progress, identifying areas for improvement and developing time bound action plans; b) a report on the compliance with relevant government and World Bank policies and procedures including value-for-money assessments in the spending of project funds; and c) lessons learned to inform on-going capacity development initiatives. The IPIA services will cover the following six areas: (i) procurement, (ii) financial management, (iii) resettlement, (iv) environmental monitoring, (v) technical reviews, and (vi) governance. The Contract period will be 60 months. The Project Management Unit of Waterways (PMU-W) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected under Quality and Cost-based Selection (QCBS) in accordance with the procedures set out by Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).
