The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of the Liaoning Environmental Improvement Project, of which Fuxin Central Heating Supply is a subcomponent; and it is intended that part of the loan proceeds be applied to eligible payments under the contract for which this invitation for bids is issued.
Shenyang Tendering Center (STC), the Procurement Agency authorized by Fuxin Heating Supply General Company, invites sealed bids from eligible bidders for the supply of the following goods:
# Lot A: Pipe and accessorial materials
# Lot B: Electrical system and decentralized control system
Bidders may bid for one lot or both lots. The project will include 12 new HESs with a total area of 300,000 to 700,000 m2 (one of which will use an existing HES while the others are new ones to be constructed under the project), a 6.6 km long primary network and a 1.8 km long secondary network. More details and specifications are provided in the bidding document.
International competitive bidding will be conducted in accordance with ADB’s Single-stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries. Qualified supplier with adequate financial and technical abilities as per the bidding document is required. Interested eligible bidders may obtain further information from STC and inspect the bidding document at the office address below between 09:00-11:00 and 13:30-16:00 hours (except weekends and holidays). In order to purchase the bidding document, in English, eligible bidders should: (a) visit the office of Shenyang Tendering Center, at the address below and pay a non-refundable fee of CNY 2,000 or US$ 300 in cash; or (b) request for delivery by sending a written application to Shenyang Tendering Center, at the address below. The application must include a cashier’s check, in favor of STC, of CNY 2,100 for domestic delivery or US$ 325 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery. All bids must be accompanied by a security of no less than 2 per cent of the total bid price in the bid currency, and be delivered to the address below at or before 10:00 hours (Beijing Time) on 28 October 2010. Late bids will be rejected. Bids will be opened immediately thereafter in the presence of the bidders’ representatives who choose to attend at the address below. STC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
