Assignment Title: CONSULTANCY FOR TRACER STUDY (YATE)

Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the Human Development Service Delivery (HDSD) Project, and intends to apply part of the proceeds for consulting services.

The objective of the consulting services (“the Services”) is to determine the impact that participation in the YATE Programme has had on the economic and social quality of life of graduates through a series of tracer studies on 2 Cohorts of YATE Participants. The consultancy is expected to have a duration of eighteen (18) months.

  The Economic Planning and Sustainable Division within the Ministry of Finance, Economic Planning, Sustainable Development and Information Technology, now invites eligible firms to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and experience to perform the Services.The minimum requirements include:

  1. General Experience 

  A minimum of eight (8) years demonstrated competence in conducting similar consultancies.

  1. Specific Experience of Firm

At least three (3) similar consultancy assignments previously undertaken.

The firm’s team should comprise of the following team members: Lead Researcher/Consultant, Social Development/Monitoring and Evaluation Specialist, and Data Collection and Data Analyst.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Consultants will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours 9:00am to 3:30pm.

Expressions of interest must be delivered in a written form to the address below (in person, or by e-mail) no later than Friday, 18th September, 2020. All expressions of interest are limited to a maximum of twenty (20) pages. Any expression of interest exceeding twenty (20) pages must be submitted in hard copy.
