1. The Government of Iraq has received financing from the World Bank toward the cost of the Baghdad Water Supply and Sewerage Improvement project and intends to apply part of the proceeds toward payments under the contract for the Construction of the R2 Reservoir. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Mayoralty of Baghdad now invites sealed Bids from eligible Bidders for re-bidding of the construction of a 135,000 cubic meters capacity reservoir and all related components, including a twin compartment concrete service ground level reservoir, inlet and outlet works, overflow system; pumping stations including the pumps and the related piping systems; the standby generating station, the chlorination station, the irrigation pumping station, guard house, fuel tank, warehouse, site roads and landscaping, residential building and security towers.

The construction period is 1000 calendar days to complete all civil, electrical and mechanical works. The site is located near Al Imam Musa Al Kathum University, in Al Shaab sub district, al Rusafa side, Baghdad- Iraq.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” [July 2016 and revised November 2017, and August 2018 (World Bank Procurement Regulations for IPF Borrowers)], and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the address mentioned above, and inspect the Bidding document during office hours (9:00 am to 2:00 pm Baghdad local time) at the address given below.

5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 400.00 (Four Hundred). The method of payment will be by cash payment, certified cheque addressed to Mayoralty of Baghdad or direct deposit to the account number 0002-001028-007 in the trade bank of Iraq (TBI), and presentation of a deposit attestation from the (TBI). The document will be sent by electronic mail. Alternatively, the documents may be retrieved at the below address by the interested eligible Bidders..

Note: All bidders who purchased the bidding documents during the first bidding process, will be eligible to retrieve the bidding documents free of charge.

6. Bids must be delivered to the address below on or before 11:00 am Baghdad local time, Monday, November 09, 2020. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11:00 am Baghdad local time, Monday, November 09, 2020.

7. All Bids must be accompanied by a Bid Security in a form of unconditional Bank Guarantee with an amount of 900,000 USD (Nine Hundred Thousand US Dollars), valid up to Sunday March 07, 2021

The bid security should be addressed to Mayoralty of Baghdad and issued in the name of the Bidder (Company).

In case of Joint Venture submission the Bid Security should be issued in the name of all the Joint Venture members or in the name of one member supported by a letter of authorization from other member.

8. Bids shall be valid up to Sunday, February 07, 2021

9. Bids submitted by Joint Venture should be accompanied by a Joint Venture Agreement or a Letter of Intent in case this Joint Venture not constituted at the time of submission.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

11. A pre bid meeting shall take place on Monday, October 12, 2020 10:00 am, Baghdad local time at the address mentioned above

12. The interested bidders can visit the site on Tuesday, October 13, 2020 during working time 9:00 am to 2:00 pm, Baghdad local time

13. The Bidder should submit One original copy of his bid with life signature , Two hard copies (photo copies) and One Scanned Electronic Copy on CD.
