- The Government of Kenya (GOK) has received financing from the World Bank’s International Development Assistance (IDA) towards supporting the Kenya Development Response to Displacement Impacts Project (KDRDIP) which is a five-year project. The project aims at providing priority support to the refugees’ host communities of Garissa, Wajir and Turkana counties to mitigate against the impacts of protracted presence of refugees through community-driven sustainable projects. The Project is being implemented by State Department for Development of Arid and Semi-Arid Lands in the Ministry of Devolution and ASALs.
- The State Department for Development of Arid and Semi-Arid Lands (ASALs) intends to apply part of the proceeds towards payments under the contract for supply of motor vehicles.
- ASALs now invites sealed Bids from eligible Bidders for the supply of three (3No.) 4X4 motor vehicles:

- Interested eligible bidders may obtain further information and inspect the bid documents at the procurement office Ex-Telecoms Building, 2nd floor during office hours, Monday-Friday 0800 to 1500 hours East African Time. The advert can also be downloaded from www.asals.go.ke or www.tenders.go.ke
- Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, Revised November 2017 and August 2018) and PPADA 2015, and is open to all eligible bidders as defined in the procurement guidelines. In addition, please refer to paragraph 3.14 and 3.15 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
- A complete set of bidding documents in English may be downloaded by eligible bidders from the State Department for Development of ASALs tender portal; www.asals.go.ke or the Public Procurement Information Portal at www.tenders.go.ke for free. After the download, you will be required to register the documents in Room 200, Ex-Telecom Building 2nd floor, as this will facilitate issuance of notifications by the Purchaser, to all bidders where necessary.
- All Bids must be accompanied by a Bid Security of KShs. 200,000.00.
- A complete bid documents enclosed in a plain sealed envelope clearly marked with the Tender Description should be deposited in the Tender Box at Ex-Telecoms Building Room 200 2nd floor, and register, or post to the below mentioned address so as to be received on or before Friday 9th October, 2020 at 1100 hours East African Time.

- Bids will be opened on Friday 9th October, 2020 at 1100 hours, East African Time, in the presence of interested bidders’ or designated representatives and anyone who may choose to attend (The State Department will comply to COVID 19 commitment measures) at Ex-Telecom Building, 2nd floor Boardroom. Electronic bidding will NOT be permitted and late bids will automatically be rejected. All bids must be accompanied by a “bid security” in form of a bank guarantee or bankers’ cheque of the value as indicated in the bid document in Kenya Shillings and the bid security must be valid for 30 days beyond the validity of the tender.
