This request for expressions of interest follows the General Procurement Notice for this project that was published on UNDB on July 25, 2019.

The Ministry of Energy and Natural Resources has applied for financing from the World Bank toward the cost of the Energy Efficiency in Public Buildings Project (EEPBP) and intends to apply part of the proceeds for consulting services.

General Directorate of Foreign Relations (GDFR) of The Ministry of Energy and Natural Resources (MENR) will serve as the implementing agency for the part of the grant provided within the project. The overall objective of EEPBP is to reduce energy use in central government buildings and develop a transition plan to develop and scale-up suitable sustainable financing and institutional mechanisms to support a national program.

The scope of the consulting services (“the Services”) will include;

Development of detailed guideline on M&V procedures consistent with the IPMVP (International Performance Measurement and Verification Protocol), ISO 50006 and ISO 50015 for ESCO contracts
Development of detailed guidelines and procedures on appropriate dispute resolution mechanisms for EPCs.
Assessment of the national legislation on EPC for public sector,  conducting gap analysis and making recommendations on further improvement of the legislation.
Development of guidelines for public building administrators on the implementation of ESCO projects in the public sector considering the national legislation. (energy audits, TORs, evaluation of tenders, contracting, verification, dispute resolution …etc)
Preparing EPC templates and specification for each of the recommended models for public institutions considering national legislation (2-3 models).
Preparing needs assessment for online monitoring and typical parameters of energy consumption, savings, M&V etc. considering MENR’s existing ENVER Portal
Assessment of the Turkish Public Procurement Law (PPL) considering green, efficient and sustainable procurement and conduct a gap analysis and make recommendations on further improvement of the legislation considering best practices and EU legislation.
Development of guideline on alternative procurement methods defined in PPL for product procurement
Review and gap analysis for public sector EE financing, with recommendations to address gaps and development of financing agreement templates
Development of a national program plan for EE in the public sector, including inter alia, in respect to central and municipal buildings, public lighting, water, etc., relying on sustainable financing mechanisms to serve the broader public sector
Preparing market assessment and developing a project pipeline in EE for municipalities to be presented to a suitable financial institution or institutions acceptable to the Bank in support of a national program for EE.
The Services will support MENR to strengthen ESCO market,  EE financing and ESCO development for the public sector in Turkey. The duration of services is envisaged as 15 months.

MENR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Experience in preparing and implementing ESCO contracts (energy performance contracts, energy service contracts, leasing contracts …etc)  
Experience in measurement and verification of energy savings (IPMVP, ISO 50006, ISO 50015)
Experience in conducting gap analysis and assessment of regulations, plans, programs, strategies for public institutions.
Experience in developing large scale plans, programs, strategies for public institutions.
Experience in developing guidelines, templates and procedures on ESCO contracts, M&V of energy savings, financing agreement …etc.
Experience in reporting and monitoring of energy savings
Experience in dispute resolution procedures of ESCO contracts.
Experience in large scale market assessment and developing a project pipeline
Staff capacity on the subjects above
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.

A Consultant will be selected in accordance with the Selection Based on Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
