This request for expressions of interest follows the General Procurement Notice for this project that was published on UNDB on July 25, 2019.

The Ministry of Energy and Natural Resources has applied for financing from the World Bank toward the cost of the Energy Efficiency in Public Buildings Project (EEPBP) and intends to apply part of the proceeds for consulting services.

General Directorate of Foreign Relations (GDFR) of The Ministry of Energy and Natural Resources (MENR) will serve as the implementing agency for the part of the grant provided within the project. The overall objective of EEPBP is to reduce energy use in central government buildings and develop a transition plan to develop and scale-up suitable sustainable financing and institutional mechanisms to support a national program.

The scope of the consulting services (“the Services”) will include;

Organizing certified trainings for ESCOs on measurement and verification (M&V) of energy savings (energy baselines, energy performance indicators, M&V plans, ISO 50006, ISO 50015 and IPMVP (International Performance Measurement and Verification Protocol) …etc)
Training of auditors on energy efficiency audits (types of energy audits, ISO 50002, ISO 13980, rules for identifying EE measures …etc)
Training on experiences from subproject results, lessons learnt  from PBEE project (draft bidding documents for the pilot ESCO deals, draft contract, bidding process, results, quality of audits, M&V and case studies), demonstration subprojects with new technologies and arbitration mechanisms
Training of energy managers of public buildings on energy management to build up the right attitude to the use of energy in buildings efficiently (ISO 50001, management, operation, maintenance, assessment of EE measures … etc)
Capacity building and training of trainers of MENR on M&V, dispute resolution, audit etc.
Revising and updating existing training materials of MENR which will be used for certified energy manager, audit-project expert and M&V trainings organized by MENR
Preparing sample questions to be used in energy manager, audit-project and M&V exams organized by the MENR.
Preparing detailed guideline for the selection and installation of all kinds of heat pump systems and development of excel based simulation program to calculate operating conditions and performance of heat pump systems
The Services will support MENR to strengthen the technical capacities of ESCOs and energy auditing firms, to revise and update the training materials and training center of MENR and to increase technical capacity of MENRs trainers.   The duration of services is envisaged as 10 months.

MENR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Experience in development of training materials on energy efficiency, energy management, energy audits, M&V of energy savings.
Experience in organizing training programs on energy efficiency, energy management, energy audits.
Experience in organizing certified training programs on M&V of energy savings (IPMVP, ISO 50006, ISO 50015.. etc)
Experience in arbitration mechanism and dispute resolution of ESCO contracts
Experience in organizing online trainings.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing.

A Consultant will be selected in accordance with the Selection Based on Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
