SELECTION METHOD: Consultant’s Qualification-based Selection

The Development Bank of Jamaica (DBJ) through the Government of Jamaica (GoJ) has received financing from the World Bank   and intends to apply a portion of the proceeds of this loan towards the cost of Access to Finance for Micro, Small and Medium Enterprises (MSMEs) Project, specifically to component 2: Supporting a SME Fund for risk capital financing

The consulting services (“the Services”) will require a consultant with extensive experience in the successful development and deployment of private equity, venture capital and other private capital funds. The assignment is to be conducted over a four (4) month period.

The DBJ now invites eligible Consultants (“Firm”) to indicate their interest in providing consultancy services for the specialized area.  Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualifications of Team Members:

  • This consultancy requires the services of a consulting firm with extensive experience in the successful development and deployment of private equity, venture capital and other private capital funds. (At least 5 years’ experience is required)
  • The consulting firm should have significant experience and understanding of the fund of funds structure; the purpose and underpinnings of adopting this structure by a particular jurisdiction and the critical success factors associated with its operations
  • The Lead Consultant should possess a Master’s degree in Economics, Finance, Business Administration or a related field.  At least 10 years experience in design and roll-out of venture capital funds and similar instruments.
  • Junior Consultants should possess at least a Bachelor Degree in Economics, Finance, or a related field.
  • Fluency in oral and written English.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers in Procurement regulations for IPF Borrowers, Procurement in Investment project Financing Goods, Works, Non-consulting services and consulting Services July 2016, revised November 2017 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection set out in the Consultant Guidelines, Section VII: Approved Selection Methods on page 49, Item 7.11-12.
