Description

Opportunity Structure The primary objective of the Rural Roads Improvement Project is to increase the access of rural communities to markets, employment opportunities, and social services by developing an all-year road access in the targeted provinces in Cambodia. The project will be implemented in the selected 7 provinces around Tonle Sap Basin, namely, Kampong Cham, Kampong Thom, Kampong Chhanang, Pursat, Battambang, Kampong Speu, and Siem Reap. Component 1: Rural Road Development - This component will finance the rehabilitation and improvement works of selected rural roads to link them with primary national road network and provincial road network. Component 2: Asset Management - This will support capacity building activities for Ministry of Rural Development (MRD) in road asset management. Component 3: Road Safety - This will involve periodic and routine maintenance for the rural road network. The Board approval is expected on 19 August 2010. The Asian Development Bank (ADB) will provide an ADF loan of US$ 35 million for this project. The Ministry of Rural Development will be responsible for the implementation of the project activities. Competitive Scope The project is still in the planning stage, and the procurement arrangements are yet to be finalized. Works will include road rehabilitation and road pavement. It is also expected that a contract for routine maintenance will be tendered. Consultants will be required to provide engineering services, supervision, project management, institutional strengthening, and monitoring and evaluation. UPDATES: 18 January 2011 The project completion is expected on 30 June 2016. Civil works will be procured for road rehabilitation activities. Consulting services will be required for detailed design and implementation supervision, road asset management, road safety program, awareness and prevention program and climate change adaptation program. The specific procurement arrangements for the project are indicated in the attached Procurement Plan. 24 September 2010 The project has been approved by the Board on 23 September 2010.
