The Federal Government of Nigeria (FGN) has received financing from the International Development Association- IDA (the “Bank”). This credit will be used to implement activities that will catalyze the process of economic diversification through the mining sector.

The Mineral Sector Support for Economic Diversification Project, the implementing agency intends to apply the funds for eligible payments under the contract for the Engagement of a consultant to identify 20 prioritized abandoned mine sites in Nigeria and develop an action plan for their rehabilitation to which this request for expression of interest is issued

The Consulting Services (“the Services”) primarily aims to provide technical advisory support to MMSD in the overall implementation of the Ministry’s objectives for the MinDiver Project and the scope of this assignment covers a critical review of several documents on the inventory of abandoned mine sites across the country and the recently updated version. Rehabilitation requires consideration of environmental and social risks posed by each site. To this end, this assignment aims to conduct a risk assessment on the identified sites and engage critical stakeholders on the need for rehabilitation as well as the best rehabilitation methods.

The consultant’s duties and responsibilities in implementing this service include the following:

  1. Review of existing documents on the inventory of abandoned mine sites in Nigeria.
  2. Undertake on the spot assessment of the sites and consult some miners to identify abandoned mine sites in the states which were legally or illegally mined and describe the negative impacts to the environment.
  3. Develop screening criteria for the abandoned mine sites.
  4. Conduct environmental and social screening of the identified sites and prioritize the mine sites for reclamation.
  5. Suggest rehabilitation methods, based on wide consultations and with due consideration for economic, environmental, and social factors.
  6. The Consultant shall assess the cause(s) of abandonment of the 20 prioritized abandoned mine sites: and
  7. Develop an action plan which clearly suggests ‘best alternative use’ of the abandoned mine sites in line with the World Bank applicable standards:

The Mineral Sector Support for Economic Diversification (MinDiver) Project now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the above services. An interested firm must provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the services (I.e., Letter of interest, description of similar assignments, availability of appropriate skills amongst Staff, etc.)

The shortlisting criteria are:

(i) General listing of projects experiences for the last ten years, including the completed and the on-going projects,

(ii) Specific description of similar assignments in the last ten years. (Firm MUST include verifiable evidence of work done e.g., Job Completion Certificate, Letter of Award of contract, etc.)

(iii) Specific experience in countries with similar conditions as Nigeria

(iv) The firm organizational structure, i.e., human resources, adequacy of the staff to perform the technical tasks the components. (ONLY Permanent and Management Staff are evaluated here)

 For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount.

The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s Procurement Regulations on Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition of July 2016 revised November 2017 and August 2018 ("Consultant Regulations"), setting forth the World Bank's policy on conflict of interest.

The implementation period for this activity shall be 6 Months.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

Selection of the consulting Firm:

 The selection process will be conducted in accordance with the Consultant Qualification Selection (CQS) Method procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) revised in November 2017 and August 2018 and open to all eligible firms and individuals as defined in the Procurement Regulations available on www.worldbank.org/procure
