Description

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UN Development Business No. 736 of 16 October, 2008. 2. The Malawi Government through the Ministry of Agriculture and Food Security has received a credit from the International Development Association (IDA) of the World Bank towards the cost of Agricultural Development Programme # Support Project, and it intends to apply part of the proceeds of the credit to payments under the Contract for supply and delivery of Motorcycles. 3. The Secretary for Agriculture and Food Security now invites sealed bids from eligible and qualified bidders for the supply and delivery of Motorcycles , as follows: # Lot No. 1: Motorcycles, quantity: 166, delivery place: Ministry of Agriculture and Food Security - Capital Hill, Lilongwe, delivery place: 10-14 Weeks The Bidder is allowed, at its option, to bid for an individual Lot or any combination of lots, but in each case bidders must quote for all quantities specified in each lot. Bids not quoting for all quantities specified in a lot will be considered non- responsive. The basis for bid evaluation and contract award will be by individual lot basis. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, October 2006, May 2010 and January 2011 and is open to all bidders from Eligible Source Countries as defined in the Guidelines. 5. Interested eligible bidders may obtain further information from Ministry of Agriculture & Food Security Capital Hill Room 76, Attention: The Chief Procurement Officer on e-mail: czimba59@yahoo.com and inspect the Bidding Documents at the address given below from 8.00 to 12.00; 13.00 to 16.00 hours local time (Monday to Friday, except national public holidays). 6. Qualifications requirements include: Concise technical specifications of the motorcycles offered; Financial Capacity to perform the contract without hindrance in form of availability of liquid assets or credit worthiness with a sound financial institution or turnover for the past three years; Registration of the firm as a legal entity and An indication of compliance with tax payment with relevant revenue authority. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents. 7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below at 9a and upon payment of a non refundable fee of MK3, 500.00 or in a freely convertible currency. The method of payment will be in form of cash or bank certified cheque. The Bidding Documents will be sent by courier upon payment of postage fee applicable. 8. Bids must be delivered to the address below at 9b or before Tuesday 29 th March 2011 at 14.00 hours local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person or on-line at the address below at 9c on Tuesday 29 th March 2011 at 14.00 hours local time . All bids must be accompanied by a Bid Security of at least 2% (two percent) or an equivalent amount in a freely convertible currency. 9.
