ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR DESIGN REVIEW AND THE CONSTRUCTION SUPERVISION FOR THE UPGRADING OF KOBOKO-YUMBE-MOYO ROAD (103.08 KM)

The Government of the Republic of Uganda has received a grant of US$130.8 million from the World Bank towards the cost of supporting its Refugee Resettlement Programme, and intends to apply part of the proceeds for Consulting Services for Design Review and the Construction Supervision for the Upgrading of the Koboko-Yumbe-Moyo Road (103.08 Km).

The Consulting Services (“the Services”) to be provided include i) Preparation for commencement of the works supervision through performance of  design review, review of the Contractors’ work programs, development and establishment of a Quality Control and Quality Assurance System, Preparation of a risk Management Plan among others; (ii) Supervision of the entire Construction process of the road project; (iii) undertake Supervision of Environmental, Social, Health and Safety aspects of the project during Construction and Defect Liability Period; (iv) Supervision and monitoring of the Defects Liability Period.

The Implementation period of the assignment is 48 Calendar months and is expected to commence in December 2021.

The Uganda National Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are:

  1. A minimum of ten (10) years of core business as a Consultant in undertaking Design Review and Construction Supervision of road upgrading projects for 70 Kms and above;
  2. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability;
  3. Experience of at least five (5) similar assignments of similar scope, nature and value in the last ten (10) years;
  4. Experience in similar conditions with at least two (2) similar project in sub-Saharan African or other countries in the world at similar level of development as sub-Saharan Africa;
  5. Experience in supervising Road Construction projects of similar scope, nature and value funded by the World Bank applying the World Bank Environmental and Social Safeguards Policy and instruments citing examples of such projects;
  6. Presence of appropriate skills among staff in the area of Geotechnical Engineering, Soils and Materials Investigations, Pavement Design Engineering, Structural Design Engineering, Geometric/Highway Design Engineering, Hydrology/Drainage Engineering, Surveying, Project Management, Contract Specialist, Topography Surveyor, Measurement Engineer, Road Safety Engineer, Traffic Engineer,  Stakeholder Engagement; Environmental & Social Safeguards Management (please do not submit CVs and biodata of experts at this stage).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.   

Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
