# Location: Port Moresby, Papua New Guinea (PNG) # Recruitment: International and National Duration: 60 months # Procurement: Quality-Cost Based Selection (QCBS) Introduction The National City District Council (NCDC) is issuing two national tenders inviting consultant firms to submit proposals for a Pre-Employment Skills Training contract to support the implementation of the Urban Youth Employment Project (UYEP)'s Skills Development and Employment Scheme under Component 2. One of the contracts will train approximately 2,000 youth for entry into On-the-Job (OJT) training and employment in the Business Services Subsector (BusSvs); and the other Consultant will train an equal number of trainees (about 2,000) for OJT and employment in the Industrial-Technical Subsector (Ind-Tec). The UYEP's development objectives are to increase the earnings, life skills and employment potential for disadvantaged urban youth between the ages of 16 and 25 years, including inter alia: a) those that have never accessed or not completed the formal school system; and b) those that may have completed their formal education but have still not been integrated into the labour market. The UYEP would focus on the National Capital District (NCD). The Project would be financed by the World Bank and implemented over a period of five years, from 2011–2016. The Bank and the NCDC will work intensively on start-up activities in the coming months, with the expectation that the Project will be effective by March 2011. The Project is designed as a rapid response to address unemployment, underemployment and poverty in the main urban centre of the Port Moresby area. The Project will also serve to increase economic productivity through investing in the routine maintenance and rehabilitation of infrastructure assets in the roads sector. It consists of three main components: i) Youth Job Corps; ii) Skills Development and Employment Scheme (SDES); and iii) Project Management. It should be noted that no single firm will be awarded both contracts. Once awarded, it is expected that both wining firms will actively cooperate and coordinate to increase the overall quality of service delivery to the Project. The following constitutes a Terms-of-Reference for one of the planned contract. Short-listed consultants invited to prepare a technical and financial proposal will be provided with a detailed Request for Proposal (RFP). The Project Management Unit (PMU) will continue to refine the scope of work until such time. Overview The Bus-Svs Pre-employment Training Consultant will establish and implement a classroom based training program designed to train approximately 2000 participants. This cohort constitutes approximately one half of the planned participants required for Component 2. Each training class will have duration of about 20 days. Classes will be established to meet the required student flow into the OJT programs that are subsequently offered (after the pre-employment training program). It is estimated that about 12 classes per year (beginning on the seventh month of the first year) will be required to meet the demands of the contract. Briefly stated, the Consultant will be expected to offer training on a monthly basis in small and moderately large classroom environments for Component 2 participants assigned to that Consultant's classes. The Consultant will provide necessary program and financial management, communications, facilities (including training venues), equipment, administrative materials/support, curriculum materials and instructional materials, and staff to plan and implement a Basic Life Skills Training program over a five year period, for youth (age 16 to 25). It is anticipated that most, if not all, of these participants will be poor and from disadvantaged backgrounds. Implementation activities will include curriculum and instructional materials development as necessary, scheduling and coordination of trainees in the program, the provision of counselling services (to selected trainees), the provision of continuous training services with new classes starting on a monthly basis, and the monitoring and evaluation of the program. Location, Timing and Duration As mentioned above, all training services will be provided in and around Port Moresby, Papua New Guinea. The training contract will be for 60 months. Time Frame to Mobilizing Training Activities. Although it is important to initiate the implementation of the BusSvs training as soon as possible, it is equally important to plan and initially stage (setup) the Consultant's facilities and staff in an effective manner. It is for this reason that the four weeks of the contract period has been set aside to prepare and seek approval of the training curriculum, identify training venues in select communities, prepare media and printed promotional materials, employ and train staff, etc. The Consultant will be expected to initiate the approved Communication Plan within four weeks following the contract award date. Description Training Objectives. The objectives of the Pre-employment Skills Training program will be to provide project participants with the information and basic skills necessary to make changes in their lifestyle, values, and behaviours that will lead them to a more productive and quality-focused life, while at the same time giving them more potential for gainful employment. Associated with this objective is a specific need to improve the potential for the trainees to be more successful during their subsequent OJT training with employers. Performance Indicators. The performance of the Consultant will be measured through established criteria and will be the responsibility of both the Consultant and the project management team. The following indicators will be considered during that process: a. As compared to the initial enrolments, the number/percentage of persons who complete the training class; b. The number/percentage of participants who state that they are satisfied with the training program, and have demonstrated program success as measured by class records and a final program questionnaire (administered at end of training through an exit interview); c. Based on regularly scheduled survey of works Consultants and community groups that hire youth and adults under the UYEP, the level of satisfaction with the training received; and d. As compared to the initial number of identified participants with serious values/behaviour problems, the percentage of those who were successfully supported through counselling and behavioural modification, retained in the class, and finally enrolled and completed the UYEP; Implementation. It is expected that at least three full-time trainers and two full- or part-time counsellors, supported by an experienced administrative and management team, will be required to service this contract. The Consultant will provide facilities for the administration of the contract and will provide the required training facilities at a level that is required by the contract. The Consultant will also provide all contract required equipment, transportation and communication support for its trainers and administrative/management personnel. As mentioned in the summary above, it is estimated that the Consultant will be required to train about 2,000 youth under this contract. Each year, about 12 classes will be offered. Each class will have duration of about 20 training days. A training day will be set at 8 hours. Each class will enrol 20-40 trainees with an expected average of 20. It expected that the Consultant will conduct one to two classes at any one time to meet the student flow requirements of the project. The training Consultant will be provided with a student flow estimate every six months to assist in the planning and hiring of teachers, etc. Although it is important to begin the training as soon as possible, it is equally important to plan and initially stage (setup) the Consultant's facilities and staff in an effective manner. It is for this reason that the first six months of the contract period has been set aside to plan, establish venues, employ staff, train staff, develop curriculum and instructional materials, etc. The Consultant will be expected to begin to accept trainees on or before the seventh (7) month of the first project year. Each class will be taught by a single trainer; however the Consultant will have the option to use specialized trainers for different modules within the course. Each trainer will be a well qualified teacher with demonstrated experience in a classroom working with disadvantaged students. Each participant will also have access to the services of a professional counsellor. This counsellor will be focused on the identification and alleviation of personal issues, and dysfunctional attitudes, values and behaviours that could be a barrier to success in the UYEP and sustainable employment for that participant. It is anticipated that at least two counsellors will be required to service this contract. Counsellors may be employed either full or part-time, but each trainee must have immediate access to counselling support if needed. Counsellors should be prepared to follow-up with trainees and to keep accurate records of the counselling services and results derived from those services. A lunch period and afternoon break will be provided by the training Consultant. In addition, each participant will be provided with a food and transportation allowance suitable to defray costs of lunches and public transportation to and from the training venue. Each trainee will receive a stipend of 1 Kina per hour to defray those costs. At the successful completion of training, each trainee will also receive a 120 Kina incentive bonus. Arrangements for the payments of these funds will be agreed upon by the Consultant during contract negotiations. Training Content. The following table (Table 1) is an indicative content outline for the planned life skills training program. With the NCDC and IDA concurrence, the training Consultant may choose to modify the content as required to better meet the needs of the participants and the works Consultants. The Consultant will plan, develop and document a curriculum (acceptable to NDCD and IDA) for the Pre-employment skills training adapted to the needs of the disadvantaged populations in Solomon Islands. The Consultant will plan, develop and produce all the instructional materials necessary to implement the above mentioned curriculum. The Consultant, over a five year project period, will plan and implement training courses (about 20 days (8 hours) duration) for about 2,000 participants. On an as needed basis, the Consultant will provide enrolled trainees with immediate access to professional counselling support. The Consultant will maintain, in an electronic database, all required records for the services it provides. These include, but are not limited to: # Training progress records for all participants; # Daily attendance records on all training participants; # Counselling records (intake interviews, exit interviews); # Participant intervention records – where special problems are addressed by Consultant's team (primarily counsellors); # Time, dates, participants and activities conducted for all presentations and community committee; and # Data collection instruments and data bases to support monitoring and evaluation activities. Reporting The Consultant 's contract will be administered by the Procurement Advisor. The Consultant will report to the Project's Chief Financial Officer and work closely with the Project's Skills Development and M&E Coordinators. Criteria and Process for Consultant Selection The contract will be selected through national competitive bids. It will be a Quality Based Cost Selection (QBCS), as per the International Development Association's Procurement Guidelines for Consultant Services. The Consultant Firm shall, at a minimum, assign the following staff to the Project: # A Project Manager with at least a bachelors degree in a relevant field and at least 10 years of experience working in Papua New Guinea (PNG) or a similar developing country context; # A Senior Training Specialist with at least a bachelors degree in a relevant field and with at least 8 years of experience in designing relevant training programs and working with disadvantaged groups; and # A least three national Training Specialists with at least 5 years of experience working in PNG. Selection Criteria. The following will be considered key quality-based criteria for the selection of the Consultant: # Demonstrated capacity to plan and manage pre-employment and/or life skills training programs in Papua New Guinea with a preference for the Port Moresby Area; # Demonstrated capacity to plan and develop curricula and instructional materials for pre-employment and/or life skills training programs; # Experience and qualifications of existing staff to support activities required by the contract; # Demonstrated previous experience in the training and counselling of disadvantaged youth and adults in Papua New Guinea; # Demonstrated financial management capacity necessary to support requirements of the contract; # Available facilities and equipment, including IT and vehicles, necessary to effectively support the administrative, teaching and counselling activities required by the contract; # Quality of the written proposal; # Level of demonstrated understanding of the projects target population and training needs. Additional Proposal Requirements. The tender documents will describe standard requirements for all proposals. In addition to these requirements, the proposing Consultant will be expected to provide the following: # Description of how the Consultant has acquired, or would acquire, the basic curricula for the life skills training program; # Description of the methodologies (pedagogy); as well as the reasons for the selection of those methodologies, that will be used to teach the life skills training program; # Descriptions of how the Consultant will effectively utilize the cultural understanding and local knowledge of Papua New Guinea – Port Moresby Area within the contract; # Description for the review, planning and modification of basic curricula to better meet the needs of the targeted populations in the project; # Examples of curriculum documentation that will be prepared during the early phases of the project; # Description of the planned instructional materials development and production process; # Examples of the instructional materials that will be provided to the participants; # Resumes of key personnel who will administer the contract; # Resumes of teachers and counsellors who will be employed under the contract; # Examples of class plans/training plans that will be used in the contract; # Examples of counselling plans and records that will be used in the contract; and # Descriptions and examples of data collection processes and instruments that will be used in contract. Contract Management The Consultant Firm's contract will be managed and administered by the NCDC. The contract will be financed by IDA.
