The Independent State of Samoa has received financing from the World Bank towards the Samoa
Connectivity Project and intends to apply part of the proceeds for consultancy services.
IThe Samoa Bureau of Statistics (“SBS”), under the guidance of the Government’s National ID Steering Committee (“NIDSC”), is establishing the Samoan National Digital ID System (“NDIDS”) through the World Bank-funded Samoa Connectivity Project. This project is closely linked with broader development imperatives for Samoa to invest in digital identity management to support digital platforms, including e-government, and to improve the efficiency and effectiveness of public and private service decision-making and services’ delivery, including financial inclusion.
Considering the importance of public engagement, confidence and trust for the success of the NDIDS, SBS wishes to recruit the services of an individual consultant experienced with information, education and communications (“IEC”) to service as a Strategic Communications Advisor (“SCA”) for the NDIDS.
The desired outputs for this assignment are as follows:
The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the Services. The attention of interested Individuals is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
