Description : The Global Green Growth Institute ( GGGI ) is requesting proposals from eligible entities/firms for following scope of work.
The firm is mainly recruited for a technical assistance mission to GGGI and its implementing partners as part of the execution of works in both Touba and Tivaouane.
Specifically, its mission will aim to:
· Support the selection process of qualified companies at favorable prices for the execution of the works;
· Provide supervision and technical control of works;
· Adequately analyze the environmental, social and gender related impacts as well as the risks
associated with the rehabilitation works of the fecal sludge plant of Tivaouane ;
· Ensure the environmental and social safeguards are in place in order to that the works minimize any environmental and social impacts and identify opportunities for generation of
socio-economic co-benefits during project implementation;
· Develop the procedure manual for the operation of the waste disposal center of Boukhatoul.

2) Scope of Work
The scope of the work to be carried out is broken down into 4 main parts and will include, but not limited to the following tasks:
· Mission 1 : Technical assistance & implementation Support ;
· Mission 2 : Developing an environmental social and gender audit including its accompanying mitigation and compliance plan for the rehabilitation works of the sludge plant at Tivaouane ;
· Mission 3 : Control & supervision of the rehabilitation works of the feacal sludge plant of Tivaouane;
· Mission 4 : Control & supervision of the construction works of an additional warehouse inside of the waste disposal center of Boukhatoul Moubarak at Touba;
· Mission 5 : Preparation of an organizational, administrative, financial, and accounting procedures manual of the waste disposal center of Boukhatoul Moubarak at Touba.
The mission will be triggered by specific service order. The provisional deadlines for carrying out the services are four (08) months.
The organization of services will be organized as follows:
Mission 1: Technical assistance & implementation Support
Timeline: 30 days
The consulting firm’s contract would cover the revision of projects specifications and evaluation of offers from works companies based on GGGI requirements. The consulting firm will provide oversight on all aspects of the acquisition & installation process of equipment in order to ensure that it is conducted properly from UCG’s perspective.
· Support on the revision of tender documents / project specifications based on detailed feasibility studies;
· Assistance for the evaluation of the technical and financial offers from works companies and bidders for equipment acquisition.
· Giving a motivated expert opinion on business proposals.
· Ensure that equipment is installed according to manufacturer’s specifications, using installation requirements and Procedures from the manufacturers' specifications.
· Check for proper equipment operation by following the checkout procedures on the installation checklist.
· Ensure the design meets local utility interconnection requirements.
Mission 2: Developing an environmental audit including environmental and social mitigation and compliance plan for the rehabilitation works of the sludge plant at Tivaouane:
Timeline: 1.5 months
The firm must be also certified by Senegalese Government for developing ESIA or, failing this, it should associate, as part of a joint venture, with a local firm already certified in ESIA.
· Check, characterize and assess the positive and negative deviations of the faecal sludge treatment plant from the legal, regulatory, and national standards in terms of Health Safety and Environment (HSE);
· Briefly assess the existing and any potential environmental, gender and social impacts of the faecal sludge treatment plant taking into account the available data, in particular the results of microbiological and physicochemical analysis of the water treated at the level of the faecal sludge treatment plant;
· Inventory sources of danger within the facilities or in the vicinity that could impact the site and assess the associated accident risks;
· Develop a planning framework for the implementation and monitoring of realistic measures (considering environmental and social issues, technical and financial constraints) with a view to improving the environmental performance of facilities and ensuring the compliance with regulations by National Sanitation Office (ONAS).
For this mission, the consultant team of the certified firm in ESIA will be composed of:
· Senior Environmental Expert, Head of Mission;
· An Expert in Sanitary Engineering;
· An Industrial Risks Expert;
· A Gender and Social Development Expert:
· Electromechanical Expert
The report will be structured as follows:

This outline is likely to be slightly modified according to the orientations of the National Directorate of the Environment of Senegal. The TOR for the environmental audit must be considered as an attachment of this TORs.
Mission 3: Control & supervision of the rehabilitation works of the faecal sludge treatment plant of Tivaouane:
Timeline: 8 months
• Control and supervision during the execution of the works with a permanent frequency throughout the duration of the mission (approval of construction plans, calculation notes and other documents submitted for the execution of the works, supervision, inspection, and control of the execution of the works, supervision of control tests in situ and in the laboratory carried out, carrying out all the necessary tests and surveys, checking the daily reports.
• Assistance to the Client (transmission of payment proposals from the contractor, proposal of service orders, preparation of reports, supervision of the execution of the Company's ESMP, which includes environmental and social management, health and security, reception of equipment);
• Inspection after execution of the works: approval of the tests necessary for the provisional acceptance of the works, materials and equipment, provisional and final acceptance of the works as well as the drafting of the corresponding minutes.
• Technical assistance in the acquisition of equipment for the functioning of the waste plastic recycling unit.
Mission 4: Control & supervision of the construction works of an additional hangar inside of the waste disposal center of Boukhatoul Moubarak at Touba:
Timeline: 6 months
• Control and supervision during the execution of the works with a permanent frequency throughout the duration of the mission (approval of construction plans, calculation notes and other documents submitted for the execution of the works, supervision, inspection, and control of the execution of the works, supervision of control tests in in situ and in the laboratory carried out, carrying out all the necessary tests and surveys, checking the daily reports,
• Assistance to the Client (transmission of payment proposals from the contractor, proposal of service orders, preparation of reports, supervision of the execution of the Company's ESMP, which includes environmental and social management, health and security, reception of equipment);

• Technical assistance in the acquisition of equipment for the functioning of the waste plastic recycling unit.
Mission 5: Preparation of an organizational, administrative, financial, and accounting procedures manual of the waste disposal center of Boukhatoul Moubarak at Touba, including an environmental compliance monitoring plan & training session.
Timeline: 45 days
• Present the institutional framework for piloting and managing this center;
• Describe the administrative functioning, the responsibilities of each organ and each member of the staff;
• Define the modalities of execution and monitoring of activities;
• Define the administrative, accounting, financial and procurement procedures to be used in the operation of
• the waste disposal center;
• Describe the organization chart;
• Develop job descriptions of the staff;
• Develop an environmental compliance monitoring plan of the waste disposal center of Boukhatoul
• Moubarak at Touba;
• Provide and ensure the 2 days training of staff in the use of the manual including QSHE aspects.
